About this opportunity

Telfair County, Georgia, through the USDA Natural Resources Conservation Service (NRCS) Emergency Watershed Protection Program, is soliciting proposals from experienced contractors to provide clearing and snagging services for Hurricane Helene storm debris removal at four stream sites totaling 2,000 linear feet: Fishing Creek at Highway 117, Little Horse Creek at Highway 149, Coffee Branch at Highway 117, and Turnpike Creek at Highway 160. The scope of work includes selective removal of vegetation from stream banks and removal of snags, drifts, and obstructions from natural and improved channels within 500-linear-foot project areas per site, coupled with revegetation of disturbed areas using specified seed mixes, mulching, and fertilizer applications in compliance with NRCS Conservation Practice Standards 326 (Clearing and Snagging), 484 (Mulching), and 342 (Critical Area Planting). All-inclusive pricing must be submitted on a per-linear-foot basis and shall cover mobilization, demobilization, traffic control, pollution control, debris disposal, and full compliance with NRCS standards and specifications. Contractors must demonstrate capacity and experience in similar work, provide references, maintain proof of liability insurance, auto coverage, and workers' compensation prior to work commencement, and comply with all federal, state, and local regulations. Evaluation criteria include capacity and experience (30 points), references (10 points), price (60 points), and optional interviews (up to 20 additional points). A mandatory pre-proposal meeting and site visit is scheduled for September 11, 2025, at 9:00 AM at the Telfair Board of Commissioners Office in McRae-Helena, Georgia; proposals must be submitted electronically through the DFS Procurement Portal (dfs.bonfirehub.com) no later than 9:00 AM on September 16, 2025, with award announced the same day at 5:30 PM EST, and all work must be completed by October 27, 2025.

The solicitation encourages all companies to submit proposals, with specific outreach to women-owned, minority-owned, and veteran-owned businesses, and imposes no explicit set-aside restrictions or incumbent preferences. No specific award values or budget ranges are disclosed in the available procurement documents. There are no listed current contractors or incumbent vendors referenced in the solicitation materials. The project does not require integration with existing infrastructure or technology beyond compliance with NRCS standards; however, contractors are responsible for obtaining any required permits from the Georgia Department of Transportation, Environmental Protection Division, or the U.S. Army Corps of Engineers, though none are currently anticipated. Telfair County will provide temporary easements from affected property owners, and contractors must adhere to Best Management Practices to minimize environmental impact, including immediate notification of the NRCS Georgia State Archaeologist if cultural resources are encountered during construction.
