About this opportunity

Solano County's Department of Health & Social Services is issuing a Request for Proposals (RFP) #952-0825-26 to secure a contractor for the Teaming to Serve Exploited Children initiative, targeting commercially sexually exploited (CSE) children and youth. The primary objectives include coordinating Multi-Disciplinary Team (MDT) meetings, providing emergency and ongoing case management, and conducting community outreach and education about CSE issues. Proposers must have a minimum of five years' experience serving exploited youth and include at least one licensed clinician supervising direct service workers. The county seeks a contractor who will utilize a harm reduction approach, as identified by the California Department of Social Services as an evidence-informed practice. Proposal evaluation will be based on four key criteria: general qualifications and experience (30%), scope of work/program description (30%), budget/cost (20%), and interview/presentation (20%). The RFP was posted on August 29, 2025, with proposals due on November 3, 2025, at 5:00 pm, and a pre-proposal conference scheduled for October 2, 2025, at 11:00 am via Microsoft Teams.

The contract appears open to various qualified organizations, with no specific set-aside designations for disadvantaged enterprises mentioned in the documents. The proposed contract is for a three-year period from July 1, 2026, to June 30, 2029, with a potential total value of $576,000 (approximately $192,000 per fiscal year). Funding is contingent upon state budget approvals, federal government fund allocations, and inclusion in the County Board of Supervisors' approved budget. The county reserves the right to award the contract to the highest-rated proposer, not necessarily the lowest-priced bid, and may adjust the scope of work during contract negotiations based on budget constraints. Insurance requirements are substantial, including general liability coverage of $2 million, automobile liability of $1 million, workers' compensation, and professional liability of $2 million. While no incumbent vendors are specifically identified, the RFP indicates this is part of an ongoing collaborative effort to address commercial sexual exploitation of children in Solano County.
