About this opportunity
The County of Orange, through OC Community Resources, is soliciting proposals for the Title V Senior Community Service Employment Program (SCSEP), with questions due November 27, 2026 at 2:00 p.m. and proposals due December 8, 2026 at 2:00 p.m. No set-aside or preference applies. Eligibility rests on minimum qualifications: at least five years of experience serving the target population and authorization to do business in Orange County. Private nonprofits, public entities, and for-profit organizations may propose, though for-profit entities require prior approval from the California Department of Aging.
The program provides part-time, paid community service training positions for unemployed, low-income individuals aged 55 and older with poor employment prospects. Participants are placed with host agencies, typically nonprofits or public entities, for on-the-job training intended to lead to unsubsidized employment. Service is countywide, with the primary location at 675 Placentia Ave., 3rd Floor, Brea, CA 92821. If multiple locations are used, at least one must be a comprehensive, specialized, or affiliate American Job Center in Orange County, operating Monday through Friday, 9:00 a.m. to 6:00 p.m., excluding observed holidays. Respondents must hold SAM registration, a current D-U-N-S number, and a valid UEI, and carry general liability insurance of not less than $1,000,000 per occurrence. Applicants expending $1,000,000 or more in federal funds annually must submit Single Audit reports; others submit two years of audited financial statements. Nonprofits also submit IRS Form 990.
The total maximum obligation is $776,103 for the initial contract year, serving approximately 39 modified slots. At least 79 percent must fund participant wages and fringe benefits, and no more than 15 percent may fund indirect costs. Funding is contingent on federal, state, and county availability and is based on California Department of Aging allocations. The contractor must meet match requirements set by the Department and the County, satisfiable through cash and/or in-kind contributions. The contract term is July 1, 2027 through June 30, 2028. The model contract permits renewal for up to three additional years by mutual written agreement.
Proposal evaluations are scheduled for December 14, 2026. The County reserves the right to conduct reference checks and past performance evaluations, request best and final offers, make multiple awards, defer award for up to 180 days, and adjust funding allocations and service locations. Final award requires Board of Supervisors approval. Submissions must be made exclusively through the County's eProcurement Portal, with facsimile and email not accepted. Technical support is available at procurement-support@opengov.com. Respondents must not contact other County personnel, and verbal clarifications are not binding.
