About this opportunity
The Georgia State Financing and Investment Commission (GSFIC), on behalf of the Technical College System of Georgia (TCSG), is procuring Design Professional services for the Advanced Manufacturing & Engineering Technology Building at Augusta Technical College's Columbia County campus in Grovetown, Georgia. This Request for Qualifications (RFQ) seeks a qualified architectural and engineering firm to design a new approximately 48,500 gross square foot facility featuring modern classrooms, computer labs, specialized program laboratories, faculty offices, and cutting-edge technology spaces including metrology labs, additive manufacturing areas, CNC machining capabilities, mechatronics and robotics facilities, and manufacturing 4.0 technologies. The design professional will be responsible for full programming development, as no comprehensive preliminary programming document currently exists beyond preliminary program spaces outlined in the original project request form. The firm must deliver complete construction documents by the third quarter of 2026, with design services anticipated to commence in October 2025. Evaluation of Statements of Qualifications will emphasize firm stability (25%), project experience and team qualifications (45%), and approach and suitability (30%), with finalist interviews weighted 50% on qualifications and experience, 25% on project approach, and 25% on overall impression. The Statement of Qualifications submission deadline is August 4, 2025 at 2:00 PM, with finalist firms to be announced August 11, 2025, a mandatory pre-proposal site visit scheduled for August 14, 2025 at 10:00 AM, and interviews with finalist firms occurring August 27, 2025. Interested firms must submit one electronic PDF copy not exceeding 50 pages (excluding licenses and forms) to the GSFIC Egnyte FTP site and must meet minimum qualifications including Georgia business registration, valid professional licenses, current insurance coverage, and no history of debarment, suspension, or default on public works contracts.
The project encourages participation by minority-owned business enterprises (MBEs), woman-owned business enterprises (WBEs), and small business enterprises (SBEs), with Georgia-resident proposers receiving reciprocal preference. The Design Professional will work within a Construction Manager-at-Risk (CM/GC) project delivery method alongside a Commissioning Agent and a construction manager anticipated to be procured early to engage with the design team. The project requires compliance with Georgia's Energy Efficiency & Sustainable Construction Act of 2008, Georgia Peach certification, and commissioning requirements, with contract administration utilizing the Owner's e-Builder project management program. The preliminary Stated Cost Limitation for construction is estimated at $24,800,000, subject to revision based on programmatic requirements and funding availability, and the final contract will be executed under the GSFIC Design Professional Contract Agreement without modification. The project is supported by a $2.1 million state design funding request for FY2026 and $5 million in local investment from Columbia County for land acquisition, demonstrating substantial community commitment and financial backing for the advanced manufacturing workforce development initiative.
