About this opportunity

The City and County of Denver is seeking a qualified contractor through a competitive Invitation for Bid (IFB) for the Taxiways F, G, H and Deice Pads Pavement Rehabilitation Project at Denver International Airport. The procurement (Contract No. 202578816) aims to rehabilitate pavement surfaces, improve infrastructure, and maintain airport operational standards. Specific deliverables include replacing damaged LED fixtures, upgrading electrical infrastructure, removing redundant electrical cabling, adjusting utility manholes, repairing underdrains, and replacing worn surface painted pavement markings. Contractors must be prequalified in category 3C: Concrete Airfield Paving at the $20,000,000 monetary level and capable of completing the project within 425 consecutive calendar days. The bid is due on May 6, 2025, at 2:00 p.m. Denver local time, with an optional pre-bid conference scheduled for April 15, 2025, at 3:00 p.m. The project's primary objectives include improving pavement conditions, fulfilling FAA grant assurance obligations, and maintaining Part 139 certification. The contract will be awarded to the lowest responsive bidder based on comprehensive technical and financial evaluation.

The procurement includes a Disadvantaged Business Enterprise (DBE) participation goal of 24%, requiring contractors to utilize certified DBE subconsultants, subcontractors, suppliers, manufacturers, or brokers. Bidders must submit detailed documentation including Bid Forms, Bid Acknowledgement Letter, Disclosure of Legal & Administrative Proceedings, and a Bid Bond. While specific total project budget is not explicitly stated, the comprehensive scope suggests a significant capital investment in airport infrastructure. Contractors will be required to provide performance and payment bonds for 100% of the maximum contract amount and must comply with federal, state, and local regulations, including prevailing wage requirements and strict airport security protocols. The project is funded through a combination of federal Airport Improvement Program (AIP) grants and municipal infrastructure budgets. Potential bidders must demonstrate technical expertise in airport infrastructure rehabilitation, electrical systems integration, and complex pavement reconstruction projects. All contractors must obtain necessary access badges and permits for working at Denver International Airport.

This request is for a competitive Invitation for Bid (IFB) procurement to select a qualified contractor to provide construction services for the Taxiways F, G, H and Deice Pads Pavement Rehabilitation project at Denver International Airport (DEN). The primary reason for this project is to improve the pavement condition of the Taxiway F, G, & H complex as a means of sustaining DEN's current investment, fulfilling our FAA grant assurance obligations, and maintaining our Part 139 certification. Additionally, this project would provide the operational closure window needed to replace select damaged LED fixtures within the project area; to replace aging and worn electrical infrastructure (as needed); to remove redundant electrical cabling within the existing duct banks; to perform four (4) utility manhole adjustments; to repair the failing underdrain along Deice Pad B; and to remove and replace the worn surface painted pavement markings within the complex.
