About this opportunity

The State of Colorado, Office of Economic Development and International Trade (OEDIT), is requesting proposals for Tax Increment Financing Analysis Consultant services supporting Denver County and Denver City, with proposals due November 20, 2026.

The scope comprises two fixed-price phases: Phase 1 requires a Baseline Growth Rate Assessment for each Transit Investment Area, including data gathering, economic modeling, growth rate calculation, and a written report; Phase 2 requires an Economic Analysis Report for each Transit Investment Area and associated project with detailed research, calculations, and reporting. Both phases are determinant factors for award. Offerors must submit separate fixed-price rates for each phase, hourly rates for extensive revisions to Phase 2 reports (which may require task order amendments), and hourly rates for all assigned personnel. Phase 1 fixed pricing must include all expenses, site visits if desired, follow-up question responses, minor revisions, and attendance at up to two Colorado Economic Development Commission meetings either virtually or in-person. Phase 2 fixed pricing must cover all research, calculations, reporting, follow-up responses to OEDIT and local government, and attendance at two Commission meetings to discuss reports.

The contract is structured as a main task order agreement under which OEDIT issues individual task orders as needed. The initial term and maximum duration of five years (with one-year renewal options and a maximum two-month end-of-term extension) are subject to Chief Procurement Officer approval. The State will pay invoices within 45 days of receipt; amounts unpaid after 45 days accrue interest at one percent per month. Payment beyond the current state fiscal year is contingent upon appropriation and continuing availability of funds.

Contractors must maintain comprehensive insurance including workers' compensation, general liability ($1 million per occurrence), automobile liability ($1 million combined single limit if vehicles are used on state property), protected information liability ($1 million per occurrence / $2 million aggregate if accessing confidential or personal information), professional liability ($1 million per occurrence / $2 million aggregate), and crime insurance ($1 million per occurrence and aggregate if handling state monies or accessing state property). Certificates of insurance are due within seven business days following the effective date.

Offerors must disclose whether any services will be performed outside the United States or Colorado under Colorado Revised Statute 24-102-206, affirm completion of the Vendor Accessibility Checklist, disclose all organizational conflicts of interest and current or pending Colorado contracts related to financial modeling or economic analysis of transit increment financing projects or transit-oriented development, provide a W-9, and submit a Certificate of Good Standing if registered with the Colorado Secretary of State. Proposals must remain valid for a minimum of 180 days from the date of award. The State shall not negotiate Model Contract terms and conditions due to time constraints.
