About this file
This is a Signature and Attestation Page for Request for Proposals (RFP) #EDAA 2027000050 issued by the State of Colorado, Office of Economic Development and International Trade (OEDIT), for a Tax Increment Financing Analysis Consultant. The document requires offerors to provide company identification information including Tax ID (FEIN), UEI Number from Sam.gov, company name, contact information, and company address. Offerors must acknowledge receipt of all solicitation modifications as published on Colorado Vendor Self-Service (VSS) and sign the document with an acceptable electronic signature. The proposal must be signed by a person legally authorized to represent the company, with their typed name and title included. If the vendor is owned or controlled by a parent company, the parent company's name, main office address, and tax identification number must be provided on a copy of this form, as the parent company will be legally responsible for performing services under any resulting contract.
The attestation section requires offerors to disclose all organizational or other conflicts of interest, including current or pending contracts with the State of Colorado and all bids or proposals submitted but not yet awarded. Offerors must specifically list all current and pending contracts with Colorado local governments related to financial modeling or economic analysis of transit increment financing projects or transit-oriented development. Additionally, offerors must disclose any potential conflicts of interest related to OEDIT employees or other related business with the State of Colorado. Vendors must confirm their registration status with the Colorado Secretary of State and submit a Certificate of Good Standing if registered. The OEDIT Purchasing and Contracts Office reserves the right to make a non-responsive determination or cancel an award if a conflict, perceived conflict, or appearance of conflict is disclosed or discovered from any other source.
