About this file

This is an Affirmation Page for a Request for Proposals (RFP) issued by the Office of Economic Development and International Trade (OEDIT) in Colorado for a Tax Increment Financing Analysis Consultant position (RFP #EDAA 2027000050). Offerors must affirm their agreement to the Model Contract (Exhibit A) and associated insurance requirements outlined in Section 10 of the Model Contract. The affirmation page requires offerors to acknowledge they have read and agree to all Terms and Conditions, and proposals must remain valid for a minimum of 180 days from the date of award. No specific response dates, due dates, site visits, or bidders' meetings are detailed in this attachment.

The affirmation page contains five key affirmations that offerors must certify, including confirmation that pricing and cost data have been developed independently without consultation or agreement with competitors, that no attempts have been made to induce or restrict competition, and identification of all potential conflicts of interest with mitigation plans. The document requires an electronic or handwritten signature from an individual authorized to represent the offeror, along with printed name and title. The page explicitly states that OEDIT shall not negotiate Model Contract Terms and Conditions due to time constraints, and any proposal demonstrating lack of response or technical noncompliance with RFP requirements may be rejected regardless of assurances provided on this affirmation page.
