About this opportunity

Wake County, North Carolina is requesting proposals for business personal property and gross receipts tax audit services under RFP #26-071, with proposals due September 17, 2026 at 3:00 p.m. ET. The contract will be awarded on an annual basis covering the fiscal year July 1 through June 30, with an initial term through June 30, 2027 and up to four optional one-year renewal periods.

No subcontracting is permitted. Minimum qualifications include demonstrated knowledge and expertise in auditing business personal property and gross receipts tax under North Carolina statutes, experience with high-value and multi-location accounts, strong collaboration and communication skills, strict confidentiality capability, and registration with the North Carolina Department of Revenue. Proposers must hold Professional Liability insurance of $1 million per claim / $2 million aggregate, Commercial General Liability of $1 million per occurrence / $2 million aggregate, Commercial Automobile Liability of $1 million if vehicles are used, and Workers' Compensation with statutory limits. E-Verify certification and Iran Divestment Act compliance are required.

The scope covers audits of County-selected accounts with assessed values below $5 million, anticipated at 75 to 150 combined audits annually. Wake County manages approximately 30,000 business personal property accounts and 3,000 gross receipts accounts. All assigned audits must be completed by May 15, 2027. Vendors must submit per-audit pricing across nine tiered fair market value ranges for business personal property audits (from $0–$49,999 up to $100 million and greater) and separate pricing for gross receipts audits. A $5,000 materiality threshold applies only to business personal property fair market value, not to gross receipts adjustments.

Evaluation criteria include audit experience and technical expertise, audit approach and methodology, North Carolina statutory knowledge, project team qualifications, client references and past performance, cost-effectiveness and value, and RFP compliance. A Technical Questionnaire is required addressing audit practices, documentation management, issue resolution, and workload management. Clarifications and questions were due August 28, 2026; Addendum 1 was posted August 19, 2026. Finalist interviews are anticipated for September or October 2026, with vendor notification expected in October 2026. Wake County reserves the right to conduct interviews, enter into negotiations with proposers in the competitive range, award based on initial offers without discussion, reject any proposals, or award to one or multiple vendors. Funding is included in the Tax Administration Department's FY 2027 operating budget; the specific contract amount will be finalized based on RFP responses.
