About this file
This is a Technical Questionnaire attachment for RFP #26-071 issued by Wake County, North Carolina, seeking proposals from qualified firms to provide business personal property and gross receipts audit services to supplement the county's Tax Administration internal audit staff. The questionnaire requires proposers to address twelve key areas across audit practices, documentation management, issue resolution, and workload management, with responses limited to information not otherwise provided in their formal proposals.
The Technical Questionnaire focuses on demonstrating firm capabilities in value-added audit practices, consistency across auditors, complex audit determinations, and taxpayer communication protocols. Proposers must explain their audit documentation structure and file management systems, approach to handling complex issues with limited documentation, escalation procedures to county leadership, workload and performance monitoring methods, and confidentiality controls for taxpayer information. The questionnaire serves as an evaluation tool to assess vendor qualifications beyond standard proposal submissions and identify firms capable of delivering quality audit services while maintaining county review and appeal readiness.
