About this opportunity
The Illinois Environmental Protection Agency is requesting bids for a Tandem Mass Spectrometer (LC/MS/MS) system for pesticide analysis in surface water under IFB 26-532EPA-LAB53-B-53209, with bids due September 1, 2026. Domestic product preference applies. The procurement may be subject to small business set-aside requirements if designated in the BidBuy posting; bidders must verify eligibility and registration status with the Illinois Small Business Set-Aside Program at time of bid opening.
The scope is a complete, single-vendor LC/MS/MS system including the instrument, analytical and guard columns, autosampler, computer data system with processing software, and comprehensive manuals. The system must achieve low-level sensitivity below 0.3 femtograms for both Reserpine (positive mode) and Chloramphenicol (negative mode), maintain compatibility with USEPA Method 1633, maintain a footprint under 65 inches in width, and handle large injection volumes with minimal carryover. Deliverables include on-site installation and functional demonstration within 60 days of contract execution, 3–5 days of software and hardware training for two analysts at the IEPA facility in Springfield, Illinois, 2–5 days of on-site consulting with an application scientist for pesticide method implementation, and comprehensive lifetime troubleshooting support.
The initial contract term is two years with a maximum total term not exceeding ten years. The State may terminate for convenience with thirty days' notice or for cause immediately upon notice. Pricing will be firm and entered by the State prior to execution; the maximum contract amount is to be determined in the accompanying BidBuy Purchase Order. Vendors awarded contracts of $1,000 or more must pay a $15 fee to the Comptroller's Administrative Fund. Questions are due two weeks prior to bid opening. The contract is subject to Illinois law and requires vendors to maintain general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, plus workers' compensation insurance as required by law.
