About this file

This is an Invitation for Bid (IFB) form submitted to the State of Illinois for the procurement of a Tandem Mass Spectrometer (LC/MS/MS) for analysis of pesticides in surface water. The document serves as the standardized bidding form that vendors must complete and submit in response to the state's solicitation. The IFB requires bidders to confirm their understanding of all requirements outlined in the solicitation document section A.1, with the form explicitly stating that failure to meet all requirements constitutes grounds for disqualification. Bidders are instructed to refer to the solicitation document for comprehensive details regarding the specific project parameters, deliverables, timelines, and other contractual obligations.

The form addresses several critical procurement considerations, including preferences available under the Illinois Procurement Code, such as Illinois Business Preference and Domestic Product Preference, which vendors may claim if applicable. Bidders must provide documentation supporting any preference claims, including required affidavits for Illinois Business Preference or designation of items as "Domestic Product" in line item descriptions. The document also permits bidders to submit exceptions to the standard terms and conditions by providing a redlined version for state review and acceptance. The resulting contract will incorporate the State of Illinois Standard Terms and Conditions, which are available on the CPO General website. By executing this form, the authorized bidder representative submits a binding offer to perform work in full compliance with all solicitation requirements.
