Deliverables include on-site installation and functional demonstration within 60 days of contract execution, 3-5 days of software and hardware training for two analysts at the IEPA facility in Springfield, Illinois, 2-5 days of on-site consulting with an application scientist for pesticide method implementation, and comprehensive troubleshooting support for the instrument's lifetime. The contract has an initial term of two years with a maximum total term not exceeding ten years, and the State may terminate for convenience with thirty days' notice or for cause immediately upon notice.

The contract pricing is firm and will be entered by the State prior to execution, with the maximum amount to be determined and included in the accompanying BidBuy Purchase Order. Payment will be made in accordance with the State Prompt Payment Act, and vendors awarded contracts of $1,000 or more must pay a $15 fee to the Comptroller's Administrative Fund. Subcontractors with annual values exceeding $100,000 must be identified and comply with Illinois Standard Certifications, with any changes to subcontractors requiring prompt written notification. The vendor must maintain general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, auto liability insurance of $1,000,000 per occurrence, and workers' compensation insurance as required by law. All work performed and supplies created are deemed work for hire with sole ownership by the State of Illinois. 4.18. CONTRACTUAL AUTHORITY: The Agency that signs this contract on behalf of the State of Illinois shall be the only State entity responsible for performance and payment under this contract. 4.22. PERFORMANCE RECORD/SUSPENSION: Upon request of the State, Vendor shall meet to discuss performance or provide contract performance updates to help ensure proper performance of this contract.
