About this opportunity
The State of Maryland Department of General Services, Office of State Procurement, is requesting bids for the supply of Jet Fuel Type A to support the Maryland State Police Aviation Command at Easton Airport, with bids due September 17, 2026. The fuel must meet ASTM-D-1655 specifications without additives and serve a fleet of ten AgustaWestland 139 helicopters and one Piper Saratoga fixed-wing aircraft. No set-asides or preferential programs apply.
The scope requires continuous availability of aviation turbine fuel at Easton Airport, with estimated annual consumption of approximately 55,000 gallons based on fiscal years 2024 through 2026, structured as an indefinite quantity agreement reflecting seasonal demand peaks in spring and summer. The contract is indefinite-quantity, and bidders must establish minimum qualifications including five or more years of experience supplying Jet Fuel Type A, provide two or more references, and obtain necessary Fixed Base Operator licenses and permits from Easton Airport. The vendor is responsible for all fuel storage, transportation, and dispensing operations and must maintain commercial general liability insurance of $1 million per occurrence and $1 million aggregate, plus vehicle insurance meeting Maryland requirements. Comprehensive compliance with FAA, FAR, NFPA, State of Maryland, Talbot County, and Easton Airport regulations is mandatory.
The contract term is eleven years commencing November 1, 2026, through October 31, 2036. Pricing shall be submitted as an adjustable base rack rate per gallon indexed to Oil Price Information Index (OPIS) pricing on the delivery date, a fixed bidder markup, freight at actual cost per gallon, and any additional fees requiring State approval. Contractors must remit a one percent electronic transaction fee monthly. The State reserves the right to test all materials delivered and reject defective items. No federal funding is involved. Questions are due August 7, 2026 (this date has passed). Amendment 1 and Amendment 2 have been issued and supersede conflicting provisions in the original IFB; bidders must acknowledge receipt of both amendments.
