The amendment modifies the original IFB terms and conditions for the procurement of Aviation Turbine Fuel, Type A, without additives, which must meet the current ASTM-D-1655 specifications for use in aircraft propulsion. AMENDMENT 1

DATE: August 18, 2026

STATE OF MARYLAND

DEPARTMENT OF GENERAL SERVICES

Office of State Procurement

IFB NUMBER: BPM057326 / 001IT821549

CONTRACT TITLE: Jet Fuel Type A – Trooper 6 (Easton)

ATTENTION ALL BIDDERS:

1. Please be advised this solicitation has been extended. Bids are now due Thursday September

3, 2026, 2:00pm Local Time via eMMA.

2. The following question(s) have been submitted in regard to this solicitation:

Q1. I would like to confirm if you guys are using Jet A with FSII (additive) and straight Jet

Fuel (no additive?)

A1. Please refer to Section 2.3 Contractor Responsibilities and Tasks, Subsection 2.3.2 Product

Specifications.

Q2. All fuel that is dispensed into aircraft by the FBOs must be purchased from the Easton

Airport as they own the only fuel farm. When we fill our truck the airport gives us a price that is inclusive of all fees. We then add our markup and that is what we charge the customer. We do not add any fees or taxes to that price. The airport does not follow the

OPIS daily price when setting their price. Can I enter the total price as billed by the airport plus our markup instead?

A2. Please complete the fields in Attachment B – The Price Bid Form as appropriate to your bid.

For example, if your firm does not charge a Freight Fee, enter “None.” The Rack Rate price to be used is to be the rate released on the Tuesday before bids are due, (see Question 3 below,) and to be based on the verified report from the where your firm obtains the fuel from. The OPIS requirement is no longer applicable.

Q3. I apologize if I am overlooking but I do not see a date affiliated with a price. With price changing every Tuesday, what date would you like to see pricing for?

A3. Bids are now due Thursday September 3, 2026. As the fuel pricing is released on Tuesdays, please use the pricing released on Tuesday September 1, 2026. Verification of this price (via pdf, screen capture, etc.) of this price shall be included in your bid.

For any questions, please post in the Discussion + Q&A forum in eMMA.
