About this file
This is an Amendment document issued by the State of Maryland for the T6 Jet Fuel (Easton) contract opportunity. The amendment modifies terms and conditions of the original Invitation for Bids (IFB) for the procurement of Jet Fuel, Type A, intended for aircraft propulsion. The fuel must comply with the current Aviation Turbine Fuel Standard (ASTM-D-1655) specifications and be supplied without additives. The amendment provides clarifications, modifications, or additions to the original solicitation requirements, ensuring that all bidders operate under consistent and updated procurement guidelines for this fuel supply contract.
The specific modifications contained within Amendment 2 establish revised expectations for pricing, delivery terms, technical specifications, or other contractual provisions applicable to this jet fuel procurement. Bidders must acknowledge receipt of this amendment and incorporate its requirements into their proposals to be considered responsive to the solicitation. This amendment supersedes any conflicting provisions in the original IFB and becomes an integral part of the contract documents that will govern the selected vendor's performance and compensation for supplying Type A jet fuel to the Easton location in Maryland.

AMENDMENT 2
DATE: September 8, 2026
STATE OF MARYLAND
DEPARTMENT OF GENERAL SERVICES
Office of State Procurement
IFB NUMBER: BPM057326 / 001IT821549
CONTRACT TITLE: Jet Fuel Type A – Trooper 6 (Easton)
ATTENTION ALL BIDDERS:
1. Please be advised this solicitation has been extended. Bids are now due Thursday September
17, 2026, 2:00pm Local Time via eMMA. As the fuel pricing is released each Tuesday, please use the pricing released on Tuesday September 15, 2026. Verification of this price (via pdf, screen capture, etc.) of this price shall be included in your bid.
2. The following question(s) have been submitted in regard to this solicitation:
Q1. How do we fill out the inflation adjustment on the pricing spread sheet? Since it would be a future cost increase of the markup based on inflation, how can I put that in as dollar amount?
A1. Pricing is to be provided for the base term of the contract. Future increases may be requested
One hundred twenty (120) days prior to the end of each year of the contract. Please refer to the updated Appendix 2 – Commodity Supplemental, Paragraph 3. Pricing adjustments, excluding the rack rate price, may be requested at that time.
Additionally, the pricing provided for the Adjustable Cost – Base Rack Rate for each delivery shall be based on the most recent fuel rates as posted each Tuesday. For example, if an order is placed by MSPAC on a Monday, the prior Tuesday’s pricing shall be used.
Q2. Is Attachment Q required or is that only if I am using subcontractors?
A2. Attachment Q – Labor Resume Form is required with your bid submission; however, if subcontractors are not utilized, enter as “N/A.”
Q3. Where would I enter the 1% electronic transfer fee. That is also not a fixed price per gallon as it changes every week with the price of fuel and is not based on our markup but on the adjustable base rack rate.
A3. Please refer to Section 2.3.5 – Electronic Transaction Fee, Paragraph A. In regard to this solicitation the 1% fee is to be incorporated into the Fixed Rate submitted by the vendor, (Attachment B – The Price Form, Column D.)
For any questions, please post in the Discussion + Q&A forum in eMMA.
