About this opportunity

The State of New Jersey Department of the Treasury, Division of Purchase and Property is soliciting bids on behalf of the New Jersey Department of Transportation and other state using agencies for Incident Management Response Trucks (IMRT) under solicitation 26DPP01328, with quotes due September 24, 2026 at 2:00 PM Eastern Time. This is not a set-aside procurement.

The scope is a fully assembled 2026 model year or newer truck with minimum 10,600 lb. GVWR, extended cab configuration, single rear wheel, four-wheel drive, 8-foot box and truck cap, plus thirteen price lines covering snow plow, emergency lighting and siren, light tower, cargo glide, inverter, console, modem and antenna, and operator and mechanic training services. Pre-approved vehicles include the 2026 Ford Super Duty F-250 Super Cab and Chevrolet Silverado 2500HD Double Cab; equivalent makes and models meeting specifications are acceptable. All components must be original equipment manufacturer items when available, with aftermarket installation permitted for specified equipment.

Bidders must submit firm, fixed pricing on all price lines to be considered responsive, using the state-supplied price sheet. Pricing for vehicle manufacturer options and light tower manufacturer options may be submitted as percentage discounts or markups based on published MSRP; training services require hourly rates. The State intends one statewide contract award per vehicle make and model based on the lowest group price index for each combination. Contract term and extension options are not specified. The State makes no representation regarding minimum, average, or maximum purchase volumes.

Required submissions include Specification Conformance Forms, Ownership Disclosure Forms, certifications regarding Iran investment activities, MacBride Principles compliance, Russia and Belarus involvement, proof of business registration, certificate of insurance, and affirmative action compliance documentation. Electronic questions are due September 3, 2026 at 2:00 PM Eastern Time. No mandatory pre-quote conference or site visit is required. The State reserves the right to conduct facility inspections, check references, request best and final offers, and separately procure individual requirements if deemed in its interest.
