About this opportunity
The State of New Jersey, through the Department of the Treasury Division of Purchase and Property Procurement Bureau, is conducting a competitive procurement (Bid Solicitation #22DPP00667 T1654) to establish a five-year contract for a Purchasing Card (PCard) and Travel Card Program. The participating jurisdictions include the State of New Jersey, Mercer County, and Trenton City. The selected Contractor will be responsible for implementing and providing a wide range of services for the PCard and Travel Card Program, including card design and issuance, account maintenance, customer service, reporting, and integration with the State's financial and procurement systems. Bidders must submit firm-fixed rebate percentages based on total annual spend volume across multiple tiers, as well as any proposed transaction fees. The program aims to reduce expenditures in the purchasing and accounts payable functions for the participating state and local government entities.
The procurement includes set-asides for small businesses and disabled veteran-owned businesses. The current PCard system contract has seen over $22.5 million in total spend since 2014, with the top three spending agencies and top three Travel Card agencies receiving 50% of the rebates. The remaining rebates are retained by the State. The bid solicitation requires bidders to complete a detailed security questionnaire to ensure the protection of the State's information systems and data. The contract will be open for use by Intrastate Cooperative Purchasing Participants, who will be required to remit a 1% Supplier Convenience Fee.
