About this file

This document is a Bid Solicitation issued by the New Jersey Department of the Treasury, Division of Purchase and Property, on behalf of the State of New Jersey and Cooperative Purchasing Program Participants, which includes Tax-Funded Entities such as counties, municipalities, and state-funded colleges and universities. The purpose is to solicit quotes from financial institutions to provide the State with a Purchasing Card (PCard) and Travel Card Program that will reduce expenditures in the purchasing and accounts payable functions. The State intends to award a single contract with a term of up to five years. The Contractor shall be responsible for implementing the PCard and Travel Card Program within 90 business days of contract award and providing a wide range of services including card design and issuance, account maintenance, customer service, reporting, and integration with the State's financial and procurement systems.

The Bid Solicitation includes specific requirements for the Contractor's pricing, including firm-fixed rebate percentages based on total annual spend and any transaction fees. The State reserves the right to combine eligible spend from any State entity to calculate the rebates. The contract will be available for use by Intrastate Cooperative Purchasing Participants, who will be required to remit a 1% Supplier Convenience Fee to Periscope Holdings, Inc. The Bid Solicitation also includes provisions for small business and disabled veteran-owned business set-asides, as well as detailed security and data requirements for the Contractor.

The date and time of the Quote opening are indicated on the Bid Solicitation cover sheet and on the “Summary” Tab of the Bid Solicitation webpage within NJSTART. If the Quote opening deadline has been revised, the new Quote opening deadline will be shown on the posted Bid Amendment and on the “Summary” Tab of the Bid Solicitation webpage within NJSTART. When uploading the documents to NJSTART, the Bidder should select the “Confidential” option in NJSTART for attachments on the “Attachments” Tab to request that the documents not be displayed publicly through NJSTART. Marking an attachment as "Confidential" in NJSTART shall not constitute the Bidder's designation of the attachment as exempt from public disclosure under the New Jersey Open Public Records Act (OPRA), N.J.S.A. 47:1A-1 et seq., or the common law right to know.

BIDDER RESPONSIBILITY

The Bidder assumes sole responsibility for the complete effort required in submitting a Quote in response to this Bid Solicitation. No special consideration will be given after Quotes are opened because of a Bidder’s failure to be knowledgeable as to all of the requirements of this Bid Solicitation. The State assumes no responsibility and bears no liability for costs incurred by a Bidder in the preparation and submittal of a Quote in response to this Bid Solicitation or any pre-contract award costs incurred.
