This document is a Final Ground Water Renewal Permit Action issued by the New Jersey Department of Environmental Protection (NJDEP), Division of Water Quality, for the New Lisbon Developmental Center located in Woodland Township, Burlington County. The permit authorizes the discharge of treated sanitary wastewater from the facility's on-site treatment plant into four surface impoundments and subsequently onto a 35.3-acre spray field. The facility serves 860 residents and 1,240 staff members with a maximum wastewater flow of 200,000 gallons per day. The permit was issued on January 11, 2022, with an effective date of February 1, 2022, and an expiration date of January 31, 2027. The permit covers two discharge categories: Surface Impoundment - Sanitary and Spray Irrigation - Sanitary, and includes authorization under NJPDES Permit No. NJ0070955. The New Jersey Department of Human Services, Office of Property Management and Construction, is listed as the property owner.

The permit establishes comprehensive monitoring and reporting requirements including quarterly monitoring of one monitoring well (MW-3) and four piezometers, monthly discharge monitoring reports at point P01P prior to surface impoundment discharge, and quarterly monitoring for per- and polyfluoroalkyl substances (PFAS), specifically PFOA, PFOS, and PFNA. The permittee must submit all monitoring reports electronically via NJDEP's Electronic Monitoring Report Form Submissions Service within twenty-five days of the end of each monitoring period. Discharge limitations include fecal coliform levels not to exceed 200 CFU/100mL, ammonia nitrogen limited to 3.0 mg/L, and nitrate nitrogen limited to 2.0 mg/L. The facility must maintain a minimum of two feet of unsaturated soil beneath the spray field, establish critical limits for wind velocity and soil temperature monitoring, and maintain comprehensive operations and maintenance documentation on-site. An Operations and Maintenance Manual was required to be completed within ninety days of the permit's effective date, and a plot plan with current surveyed site boundaries must be submitted within the same timeframe.

Cohansey Formation

Description of the Facility/Site:

This facility is a residential treatment center for the developmentally disabled. There are 860 residents and 1,240 staff members. A wastewater treatment plant discharges the treated effluent into four holding / surface impoundments, where it is then discharged onto a 35.3-acre spray field.

The permittee must monitor one (1) monitoring well and four (4) piezometers that are located in and around the spray field. The monitoring well is designated as MW-3. There is also a discharge monitoring point (P01P) which is located at a point prior to discharge to the surface impoundments.

NJPDES Permit No: NJ0070955

Location of the Facility:

Lot: 1-4 & 12 Woodland Township

Block: 601 Burlington County

Type and Quantity of the Wastes, Fluids, or Pollutants (as applicable):

The maximum flow of the sanitary wastewater is 200,000 gpd (gallons per day). The sanitary wastewater is treated at the on-site wastewater treatment plant. The treated wastewater is then directed to four (4) surface impoundments for temporary storage until the wastewater is directed onto a spray field for final disposal.

All treatment works with a discharge, regulated under N.J.A.C. 7:14A, must have permits that implement applicable technical standards for residuals management. All applicable conditions for residuals management at this facility have been included in a separate NJPDES Residuals General Permit Authorization No. NJG0211753.

Therefore, these conditions have been removed from this permit renewal.

PFAS Monitoring

This permit modification/renewal includes the requirement for quarterly monitoring and reporting for Per- and polyfluoroalkyl substances (PFAS). For purposes of this permit, PFAS include Perfluorooctanoic acid (PFOA), Perfluorooctanesufonic acid (PFOS) and Perfluorononanoic acid (PFNA). The inclusion of PFOA, PFOS and PFNA in this permit is a result of the Department’s adoption of criteria for these substances in the Groundwater Quality

Standards (GWQS).

SPECIFIC REQUIREMENTS: NARRATIVE

Notes and Definitions

A. Footnotes

1. Conditions Associated with Both Discharge Monitoring and Ground Water Monitoring

a. All completed Monitoring Report Forms (MRF) shall be submitted via NJDEP's Electronic MRF Submissions Service. Information regarding registration for NJDEP's Electronic MRF Submissions Service can be found at https://www.state.nj.us/dep/dwq/mrf.htm.

b. If it is not possible to submit MRF via NJDEP's Electronic MRF Submissions Service, permittees are able to submit MRF to the following address:

i.Division of Water Quality Bureau of Ground Water, Residuals, and Permit Administration Permit Administration Section P.O. Box 420 Trenton, New Jersey 08625 dwq_pas@dep.nj.gov.

c. 40 CFR Part 136-Method 624 shall be used to identify and monitor for the volatile organic compounds at N.J.A.C. 7:14A-4, Appendix A. The analyses shall include the identification of 15 unknown peaks. For tentatively identified compounds, a forward library search must be performed. If the spectra do not meet the criteria of identification of the Library, the compound shall be reported as "unknown". If possible, an additional classification of the unknown compound shall be presented (e.g. unknown aromatic, unknown hydrocarbon, etc.).

d. Presently there are no official USEPA or Department-approved methods to quantify Per- and polyfluoroalkyl substances (PFAS) substances in non-drinking water matrices. Consequently, the Department’s Office of Quality Assurance (OQA) certifies laboratories for user-defined, or laboratory developed, methods in non-potable water. The OQA ensures that these user-defined methods include rigorous quality control measures, including those that provide a measure of the method’s suitability to a given matrix. This includes either the use of isotope dilution or the use of surrogate compounds. Until such time as an official USEPA or Department method can be approved, this permit authorizes the use of these methods to quantify the Perfluorooctanoic acid (PFOA), Perfluorooctanesufonic acid (PFOS) and Perfluorononanoic acid (PFNA) in samples required by this NJPDES-DGW.

e. The method detection limits (MDL) specified in 40 CFR Part 136-Method 624 and/or 625 should be achieved, and the quality assurance and quality control methods specified in 40 CFR Part 136-Method 624 and 625 shall be utilized. Documentation of these quality assurance and quality control measures, including the results of field and trip blanks, must be submitted within 30 days of a written request from the Department.

d. If the discharge from a regulated unit causes contravention of the GWQS, the permittee is required to implement corrective measures in accordance with the contingency requirements outlined in this permit.

2. Requirements for Spray Irrigation Systems

a. The following discharge unit specific items should be addressed in the facility's O & M Manual.

Discharge to Groundwater Page 7 of 11

i. A schedule of physical inspections of entire visible spray field on a weekly basis during periods of active discharge. During this inspection the permittee should look for areas of buildup of solids, ponding or channeling, excessive or lack of vegetative growth (could be an indicator of broken or leaking pipes, valves, or overloading of the discharge, etc.).

ii. A schedule of tilling, growth and harvesting of vegetation to ensure appropriate cover of the spray field.

iii. A schedule of spray irrigation systems maintenance activities which includes, at a minimum, examination of all valve connections, spray heads, pumps, etc. for evidence of wear and/or corrosion.

b. Discharge to spray fields is permitted year-round, with the following restrictions; the discharge shall not be land applied on bare ground, when the ambient air temperature is at or below 32 degrees F; when the ground surface is covered with a layer of snow or ice which will inhibit the vertical permeability of the spray field or even distribution of the discharge; when the ground surface is saturated; or, when sustained winds are excessive such that aerosols are predictably carried outside the permitted spray area. NOTE: Aerosol transmission as a result of wind gusts is not a permit violation.

c. The O & M Manual shall include established Critical Limits and shall be updated as necessary with respect to operation changes. Critical Limits are site conditions, which are established through actual site specific data, which when exceeded, require the cessation of spray events during marginal and, up to, prohibited periods where wind velocity transport of aerosols, soil temperature, and/or precipitation can potentially inhibit the discharge to the spray field. (Critical Limits are to be established as required below.)

i. Wind velocity must be determined prior to initiating any given spray event. In order to determine wind velocity, the permittee must install an anemometer. During the first year of the permit, the permittee is to determine the critical velocity limit above which spraying should not occur.

ii. A manual soil temperature probe shall be used prior to initiating a spray event during the months of November through March, inclusive. The probe shall measure the soil temperature at a depth of one inch. A minimum of three locations, within the spray field at least 500 feet apart, shall be tested. Spraying shall not commence when the soil temperature is below 40 degrees Fahrenheit.

iii. Spraying shall not occur during periods of precipitation which would overload the capacity of the spray field. If the spray irrigation system is operated manually, it shall be the responsibility of the operator to ensure that the discharge ceases during these events.

iv. The permittee shall not load the spray area at a rate of greater than 1.81 inches per week.

d. The permittee must keep records of wind speed and temperature measurements. These records must include information regarding the date, time and location of the measurements. The records must be made available to the Department upon request. Failure to monitor the temperature and wind speed and maintain records is a permit violation.

e. If the discharge is stored onsite for any length of time, in order to accommodate the discharge from those periods when spray is prohibited, the discharge must be adequately treated so as not to create nuisance or vermin conditions.

Discharge to Groundwater Page 8 of 11

f. Unless otherwise approved by the Department, a minimum of two (2) feet of unsaturated soil shall be maintained during all periods of spray irrigation between the highest elevation of the mounded ground water table and the ground surface throughout the area of spray irrigation. Piezometers shall be installed within the disposal area to determine the maximum ground water elevation encountered by the mounded ground water table underneath the spray field. In the event that the mounded ground water table is within two (2) feet of the ground surface, the permittee shall immediately implement corrective measures outlined in the O & M Manual to re-establish the required unsaturated zone. If a spray field or portion of the spray field system must be removed from service, the permittee shall follow the facility's O & M Manual for proper notification and remedial procedures, as previously defined in this permit.

3. Requirements for all Basins

a. For the purpose of this permit, a basin is a collective term used to describe a variety of regulated units at NJPDES-DGW permitted facilities. Examples of these basins are infiltration/percolation lagoons or surface impoundments which may be referenced by the permittee as retention, settling, storage or detention ponds, basins, lagoons, lined or unlined basins. The common feature of these basins is that they are topographic depressions or bermed areas designed to hold, treat and/or transmit pollutants.

b. Unauthorized discharges from basins are prohibited.

c. The following items should be addressed in the facility's O & M Manual.

i. A schedule of physical inspections of all visible portions and areas surrounding the basin unit(s) to:

Ensure that the liner material and berms have remained structurally sound;

- Detect evidence of any deterioration, breakout, malfunctions or improper operation of the over-topping control system;

- Detect sudden drops in the level of the basin contents not associated with normal operation of the regulated unit;

- Detect erosion or other signs of deterioration in berms or other containment devices;

- Detect the presence of liquids in the leak detection system, if employed.

ii. A protective cover shall be maintained on earthen dikes to prevent erosion and maintain integrity. However, the dikes shall be free of vegetation having invasive root systems that could displace the earthen materials upon which the structural integrity of the dike is dependent.

iii. A course of action shall be outlined for procedures to be implemented in the event the basin must be removed from service for an extended period of time for reasons other than routine maintenance and/or scheduled rotation of permitted discharge areas. This course of action must address how the discharge will be handled which can include diversion of the discharge to a previously approved reserved disposal area.

d. No basin that was removed from service due to structural collapse, overtopping or nonuse may be restored to service unless that portion of the basin which failed was repaired.

i. If the basin was…
