About this opportunity

The New Jersey Department of Health is soliciting quotes for the New Jersey Behavioral Risk Factor Survey (T0946), a telephone survey collecting prevalence data on health risk behaviors from non-institutionalized adults aged 18 and older via Computer-Assisted Telephone Interviewing (CATI) in English and Spanish, with quotes due December 8, 2026 at 2:00 PM and an electronic question deadline of November 10, 2026 at 2:00 PM. The contract carries a subcontracting set-aside requirement for New Jersey Small Business Enterprises and Disabled Veterans' Owned Businesses, with bidders required to document good faith efforts to solicit and hire eligible subcontractors.

The scope requires a minimum of 7,500 complete interviews per year, uniformly distributed throughout the calendar year and submitted monthly to both the CDC and New Jersey Department of Health by the 25th of the following month. The survey is conducted in cooperation with and partially funded by the Centers for Disease Control and Prevention as part of the national Behavioral Risk Factor Surveillance System. Contractors must implement telephone sampling (landline and cell phone), electronic interviewer monitoring, CDC-approved questionnaires, call attempt protocols, monthly quality control reviews, and data reformatting within 30 days. Estimated annual volumes include 1,115 completed landline interviews in English, 10 in Spanish, 5,740 completed cell phone interviews in English, and 635 in Spanish, with reimbursement for partial interviews capped at 15 percent of total administered surveys.

The estimated contract magnitude is $7.5 million over a four-year base term with options to extend up to four additional one-year periods at the same or more favorable rates. Bidders must submit all-inclusive firm fixed pricing without modification and comply with extensive data security requirements addressing information security program management, personnel security, risk management, privacy protections, and incident response procedures. Professional liability insurance and cyber breach insurance are required. The State retains ownership of all data; contractors must erase all confidential files within six months after receiving approval of final annual data files. A 1 percent Procurement Efficiency Program Fee of all purchases must be remitted quarterly. An optional pre-quote conference is scheduled for October 27, 2026 at 11:00 AM. Bidders must register in NJSTART and maintain active Business Registration Certificates.
