Bidders must hold either a State of Hawaii General Engineering Contractor "A" license or Specialty "C-56" Welding Contractor license at bid time.
The scope encompasses removal and replacement of warped column flanges with thicker steel, identification and repair of damaged truss door headers through approved shop drawings, and miscellaneous structural repairs on a force-account basis. Work must be completed within 30 calendar days of Purchase Order issuance, with restricted working hours of 7:00 a.m. to 3:30 p.m., Monday through Friday, excluding state holidays. All structural steel must conform to ASTM A36/A36M channels and angles, ASTM A500 Grade C hollow structural sections, and ASTM A307 Type 1 bolts; all welds must meet AWS D1.1 standards with qualified welders. The fabricator must demonstrate a minimum of ten years in business and hold AISC Certification Program qualification for structural steel fabricators. Exposed structural steel requires hot-dip galvanized finish per ASTM A123/A123M. Exterior painting must follow MPI EXT 5.1L schedule with zinc-rich inorganic primer, epoxy high-build intermediate coat, and two-component polyurethane topcoat.
Bidding uses unit pricing for column flange repairs multiplied by 12, plus fixed allowances of $10,000 for truss header repairs and $25,000 for additional work. All bids exceeding $25,000 require performance and payment bonds. Hawaii Chapter 104 prevailing wage standards and certified payroll reporting apply. Insurance requirements include $1 million general liability and $1 million automotive liability with the State named as additional insured. Contractors must obtain AOA ID badges for employees (approximately $60 per badge) and AOA vehicle stickers. Liquidated damages of $100 per calendar day apply for delays beyond 30 days. Site visits must be arranged with Karl Amoral at 808-250-1219.
