About this opportunity
Granite School District is issuing an Invitation for Bid (IFB) for food products to supply breakfast items (8 line items including ham and Swiss croissants, French toast sticks, scrambled eggs, waffles, and breakfast bites), snack items (2 line items including pretzel bites and churros), entree items (4 line items including mini corndogs, chicken taquitos, fish sticks, and tamales), and condiments (1 line item of sour cream packets) totaling 15 line items for the Child Nutrition Department serving the Salt Lake County area in Utah. The contract will commence July 1, 2026, for an initial one-year term with four optional one-year renewals, with awards made to the lowest responsive and responsible bidder meeting all specifications on a line-item basis. All products must comply with National School Lunch Program (NSLP) guidelines, contain no artificial dyes or colors, meet strict food safety requirements including certification of at least 90 percent on third-party audits, and be delivered on an as-needed basis to the GSD Bates Central Kitchen/Child Nutrition Warehouse located at 4161 West 2200 South, West Valley City, Utah 84120, with pre-scheduled appointments required through Nutrition Services at 385-646-9277. Estimated annual usage ranges from 60,000 to 540,000 servings depending on the product line item, with first order dates beginning July 15, 2026. Bidders must submit complete bid packages by May 15, 2026, including nine fully executed certifications and documents (Certification of Bid, Debarment and Suspension, Lobbying Disclosure, Non-Collusion Declaration, Buy American Statement, Buy American Waiver Statement, Recall Procedures and Contacts, and Vendor Questionnaire), cost sheets with pricing per serving and per case, nutrition labels, crediting information, and formulation statements through the Bonfire Utah Public Procurement Place (U3P) platform or physical submission to the Granite School District Purchasing Department at 2500 South State Street, Salt Lake City, UT 84115. The District will evaluate bids based on the lowest price meeting acceptable standards for taste, appearance, texture, and nutritional value, and reserves the right to reject any or all bids and determine product equivalency.
This procurement is funded through federal sources, including the National School Lunch and School Breakfast Programs, and therefore all vendors must comply with comprehensive federal requirements including Buy American Act provisions mandating that products be domestic commodities or substantially comprised of United States-grown agricultural commodities, Davis-Bacon Act wage standards if applicable, employment eligibility verification through E-Verify, debarment and suspension certifications, and Equal Employment Opportunity compliance. Vendors must be properly licensed in Utah, provide three-year food safety violation history, maintain zero trans-fat certification, and submit comprehensive food recall plans demonstrating compliance with federal codes and regulations including the Clean Air Act and Federal Water Pollution Control Act. The solicitation does not identify specific set-asides for disadvantaged enterprises, women-owned businesses, or minority-owned businesses, nor does it list any incumbent vendors or current contractors; however, vendors must carry minimum commercial general liability insurance of at least $1,000,000 per occurrence and $3,000,000 aggregate coverage. Vendors may request price adjustments for approved contract extensions beyond the initial one-year term, submitted in writing at least thirty days prior to the proposed effective date and supported by verifiable documentation such as Producer Price Index data or supplier invoices. The District makes no guarantee of volume, with quantities and service needs representing good-faith estimates subject to variation; no specific budget values or award ranges are provided in the solicitation documents.
