About this opportunity
The City of Beaverton, Oregon is requesting bids on the SW Juniper Terrace Waterline Improvements project (ITB #26-079), a replacement of approximately 3,500 feet of aging water infrastructure, with electronic bids due July 21, 2026 at 2:00 PM and a non-mandatory pre-bid conference via Zoom on July 7, 2026.
The scope includes replacement of 8-, 6-, and 4-inch ductile iron water mains, 60 residential service lines, and 6 fire hydrants in the Juniper Terrace neighborhood. All new water system materials must be domestic manufacture; piping must be Class 52 cement-lined, zinc-coated ductile iron with push-on joints and restrained gaskets. Construction must meet 2024 Oregon Standard Specifications for Construction, City of Beaverton Engineering Design Manual, and American Water Works Association Standards. Pressure testing at 150 PSI for 60 minutes with zero pressure loss, flushing at minimum 3 feet per second, and bacteriological disinfection testing per AWWA C651 are required before system connection. Asphalt restoration requires 6 inches of Level 2 dense graded hot mix asphalt placed in two 3-inch lifts; trench backfill requires 92 percent maximum density per AASHTO T-180 with third-party testing and city inspection. Traffic control must comply with MUTCD standards, with street closure notices required 48 hours in advance to Beaverton Police Department, Tualatin Valley Fire and Rescue, and Beaverton School District Transportation.
The estimated project cost ranges from $1,200,000 to $1,300,000. Bidders must be licensed by the Oregon Construction Contractors Board or State Landscape Contractors Board and comply with prevailing wage requirements under Oregon Revised Statutes 279C.800-279C.875 and the Davis-Bacon Act. Bidders must submit a bid guaranty equal to 10% of the bid amount and, if selected, furnish performance and payment bonds equal to the total contract sum plus a 25% maintenance and warranty bond. The City has established an aspirational goal of 15% COBID-certified (Certification Office for Business Inclusion and Diversity) firm participation; prime contractors must demonstrate good-faith efforts to contact and contract with certified subcontractors for identified divisions including asphalt paving, concrete, excavating, hauling, landscaping, plumbing, sewer/water/storm drain work, utilities, and traffic control. Questions are due July 12, 2026; bid opening occurs July 21, 2026 via Zoom. The City anticipates contract award by August 18, 2026.
