About this opportunity

The State of Delaware, Office of Management and Budget, Division of Facilities Management, is issuing an Invitation to Bid for roof replacement services at Sussex Correctional Institution's Programs Building located in Sussex County. The scope of work encompasses the replacement of approximately 23,940 square feet of existing sloped shingle roofing on a two-story building where the roof deck has rotted or sagged, including replacement of roof gutters, downspouts, and roof vents where required, as well as replacement or reuse of perimeter metal coping as needed. The work involves selective demolition, roof structure preparation, installation of new insulation systems utilizing closed-cell spray polyurethane foam and vented nailbase panels, asphalt shingle roofing, EPDM single-ply roofing for low-slope sections, sheet metal flashing and trim, and associated painting and restoration of masonry and metal components. The successful bidder must have general liability insurance with a minimum coverage of $1,000,000 per occurrence and $3,000,000 aggregate, and must provide a two-year warranty period for completed work. A mandatory pre-bid meeting was held on Thursday, May 21, 2026, at 10:00 a.m. at the Division of Facilities Management Conference Room in the Haslet Armory Building, Dover, Delaware, with attendance required as a prerequisite for bidding. Sealed bids were due by June 25, 2026, at 2:00 p.m. through the Bonfire Portal at https://DFM.bonfirehub.com, with bids opened and read aloud at 2:30 p.m. the same day. Contract documents are available from R G Architects, LLC for a non-refundable fee of $50.00 per set, and each bid must include bid security equivalent to ten percent of the total bid amount, with the successful bidder required to post performance and payment bonds each equal to 100 percent of the contract price. The project is anticipated to require approximately 30 weeks for physical completion of work, with contract award to be made to the lowest responsive and responsible bidder within 30 days of bid opening.

The procurement does not include set-asides restricted to specific vendor types; however, Minority Business Enterprises, Disadvantaged Business Enterprises, Women-Owned Business Enterprises, and Veteran-Owned Business Enterprises are afforded full opportunity to submit bids without discrimination based on race, creed, color, sex, sexual orientation, gender identity, or national origin. Seven contractors and individuals are identified on the prevailing wage debarment list and are barred from bidding on this public construction project, including Mullen Brothers, Inc., State Contractors Corporation, Green Granite, Pro Image Landscaping, Inc., Liberty Mechanical LLC, Integrated Mechanical and Fire Systems Inc., and ACH 1, INC. Due to public safety concerns related to the correctional institution, project documents and plans have been exempted from standard public website publication pursuant to Delaware Code Title 29, Section 10002(o)(17)(a), and interested vendors must obtain contract documents directly from RG Architects, LLC by contacting Jacob at (302) 376-8100 or jacob@rgarchitects.net.
