About this opportunity

The City of Tampa Logistics and Asset Management Department Fleet Maintenance Division is requesting proposals for surplus vehicle and equipment auction services, both live and online, with proposals due November 9, 2026, and a mandatory pre-proposal conference on October 19, 2026. A Small Local Business Enterprise (SLBE) certification preference applies, with up to 15 evaluation points available for SLBE participation as prime contractor or subcontractor; all SLBE firms must be certified prior to RFP opening to earn rating points.

The scope encompasses management and conduct of public auctions for City-owned surplus vehicles (Classes 2–8), construction equipment, industrial equipment, and seized property from the Tampa Police Department. Proposers must hold valid Automobile Dealer's Licenses, Auctioneer's Licenses (AU and AB), and Vehicle Independent Dealer, Vehicle Auction Dealer, and Salvage Dealer credentials. The City intends to award contracts to multiple proposers on a commission-based model with tiered pricing: vehicles and motorized equipment in three tiers (under $5,000, $5,001–$15,000, $15,001 or greater) and portable and miscellaneous items in two tiers (under $1,000, $1,001 or greater). All commissions are all-inclusive of removal, transportation, storage, marketing, DMV processing, and title transfer. Separate line-item pricing is required for decommissioning services including marking and decal removal. The successful proposer(s) must remit all payments within fifteen business days of auction close and provide electronic accounting reports within five business days. The City may establish Minimum Acceptable Prices for items and will require reimbursement if any item sells below the established MAP.

The contract term is three years from award, with options for two additional one-year renewal periods by mutual written agreement, plus unilateral City renewal options for up to three additional thirty-day periods. The City's 2025 surplus auction generated $1.89 million across approximately 700 items sold. Questions are due October 26, 2026. All proposals must comply with WCAG 2.2 Level AA and Section 508 accessibility standards; proposers must submit Accessibility Conformance Reports and Supplemental Accessibility Reports detailing accessibility features and remediation plans.
