2.17. PRICING REQUIREMENTS
All pricing and bid requirements must be submitted using Pricing Structure for Vehicle Surplus and Equipment Auction Services provided as part of this RFP. Proposer(s) shall complete all sections of Pricing Structure with clear, legible, and detailed pricing information. This section describes each pricing requirement in detail.
1. Commission Structure for Vehicles, Vehicle Related Equipment and Other Motorized Equipment
Proposer(s) shall submit commission rates as a percentage of the winning (hammer) price for all vehicles, vehicle related equipment, and other motorized equipment using a tiered pricing structure based on the final sale price of each item.
Three Commission Tiers:
Tier 1 - Items with a sales price of less than $5,000
Tier 2 - Items with a sales price between $5,001 to $15,000
Tier 3 - Items with a sales price of $15,001 or greater
Tiered Pricing Rationale:
The tiered commission approach allows proposers to reflect different operational costs and market conditions for items at varying price points. Higher-value items typically generate higher sale prices with proportionally lower processing costs per dollar, justifying different commission percentages. Proposers are encouraged to submit competitive rates that reflect their operational efficiencies while ensuring quality service delivery.
Vehicle Categories Included in Section 1- Commission Structure for Vehicles, Vehicle Related Equipment and Other Motorized
Equipment:
• Sedans and light trucks (pickup trucks, small commercial vehicles under 10,000 lbs)
• Heavy trucks and industrial equipment (dump trucks, street sweepers, compactors, floor scrubbers, etc.)
• Other motorized equipment (golf carts, generators, compressors with motors, etc.)
See Pricing Structure, Section I for pricing submission.
2. Commission Structure for Other Portable Equipment and Miscellaneous Items
Proposer(s) shall submit commission rates as a percentage of the winning (hammer) price for portable equipment and miscellaneous items (those that are NOT vehicles, vehicle related equipment, or other motorized equipment) using a tiered pricing structure based on the final sale price of each item.
Two Commission Tiers:
Tier 1 - Items with a sales price of less than $1,000
Tier 2 - Items with a sales price of $1,001 or greater
Tiered Pricing Rationale:
Smaller-value items typically require different handling, marketing, and processing approaches than higher-value items. The two-tier structure for miscellaneous equipment recognizes these operational differences. Lower-value items may require bundling, simplified marketing, or batch processing, while higher-value items warrant individualized attention and marketing.
See Pricing Structure, Section 2 - Commission Structure for Other Portable Equipment and Miscellaneous Items for pricing submission.
3. All-Inclusive Commission Requirement
All commission rates stated in Sections 1 and 2 of the Pricing Structure shall be ALL-INCLUSIVE and shall incorporate ALL suppliers’ borne costs to remove items from City property, perform auction services for the sale of items, and provide proper ownership transfer of items to winning bidders. The City will NOT pay any additional fees beyond the stated commission percentages.
Costs Included in Commission (not an exhaustive list):
• Pickup and transportation of vehicles and equipment from all City facilities
• Towing and recovery costs
• Secure storage and storage facility maintenance and operations
• DMV title transfers, registrations, and all documentation processing
• Dealer fees and transfer fees
• Website maintenance and online auction platform fees and support
• Marketing and advertising materials and services
• Photo documentation and digital imaging services
• Staffing for pickup, storage facility operations, auction conduct, and customer service
• Any other costs or fees associated with the auction of City vehicles and equipment
Proposer Certification:
By submitting Pricing Structure, Proposer certifies that all commission percentages are all-inclusive and the City will not be charged any additional fees beyond those stated.
4. Decommissioning Services Costs
Proposer(s) shall provide separate line-item pricing for the various vehicle and equipment decommissioning services. These services are
NOT included in the standard auction commission (Sections 1 and 2) and will be charged separately only when the City specifically requests such services in…
