About this opportunity

The State of New Mexico General Services Department Purchasing Division is soliciting bids on behalf of the New Mexico Department of Transportation District One to establish a one-year price agreement for the supply and delivery of approximately 20,000 tons of 3/8-inch chip seal surface treatment aggregate, with sealed bids due October 12, 2026 at 2:00 p.m.

Bidders with New Mexico Native American Resident Preference certificates may apply applicable preferences; the contract does not involve federal funding and is therefore eligible for this state-level preference.

The scope is the supply and delivery of crushed stone or crushed gravel conforming to NMDOT Standard Specifications for Highway and Bridge Construction 2019 Edition, including specific aggregate quality, gradation, and contamination-prevention requirements. Material must be delivered to twelve specified locations across New Mexico routes and forest roads within District One. Unit pricing must be submitted on a per-ton basis and must include all crushing, processing, stockpiling, loading, hauling, delivery, labor, equipment, fuel, overhead, and incidentals. Contractors must perform at least 40% of the work with their own organization.

No contract value or budget ceiling is stated; pricing will be unit-based at quantities estimated at approximately 20,000 tons, with actual purchases varying under the resulting agreement. Upon award, contractors must obtain NMDOT prequalification status and product approval through the NMDOT Product Evaluation Program, provide performance, payment, and materials bonds equal to 100% of the total purchase order value, and comply with the New Mexico Public Works Minimum Wage Act. Contractors must maintain comprehensive insurance coverage including general liability, automobile liability, and workers' compensation. The price agreement term is one year with no option to extend. Sealed bid opening follows immediately after the 2:00 p.m. deadline via Microsoft Teams.
