About this file
This is Amendment No. One to an Invitation to Bid issued by the State of New Mexico General Services Department Purchasing Division on behalf of the New Mexico Department of Transportation District One. The amendment extends the sealed bid opening date for Invitation to Bid Number 70-80500-26-17239 from October 12, 2026 to October 16, 2026 at 2:00 p.m. The solicitation seeks the supply and delivery of approximately 20,000 tons of 3/8-inch chip seal surface treatment aggregate conforming to NMDOT Standard Specifications for Highway and Bridge Construction 2019 Edition. Material must be delivered to twelve specified locations across New Mexico routes and forest roads within District One. The contract is structured as a one-year price agreement with no renewal options. All other terms and conditions from the original invitation remain unchanged.
Bidders must acknowledge receipt of this amendment through the electronic bidding system at https://bids.sciquest.com/apps/Router/PublicEvent?CustomerOrg=StateOfNewMexico. Previously submitted electronic bids will automatically transition to "in progress" status and must be resubmitted to acknowledge the amendment; failure to resubmit will result in bid rejection. Unit pricing must be submitted on a per-ton basis and include all crushing, processing, stockpiling, loading, hauling, delivery, labor, equipment, fuel, overhead, and incidentals. No contract value or budget ceiling is specified; actual purchases will vary under the resulting agreement. Upon award, contractors must obtain NMDOT prequalification status and product approval, provide performance, payment, and materials bonds equal to 100% of the total purchase order value, comply with the New Mexico Public Works Minimum Wage Act, and maintain comprehensive insurance coverage. Bidders with New Mexico Native American Resident Preference certificates may apply applicable state-level preferences. Contractors must perform at least 40% of the work with their own organization.
