This is an Invitation to Bid (ITB) for a Price Agreement issued by the State of New Mexico General Services Department Purchasing Division on behalf of the New Mexico Department of Transportation (NMDOT) District One. The solicitation seeks bids to establish a price agreement for the supply and delivery of 3/8-inch chip seal surface treatment aggregate for highway construction projects within NMDOT District One. The total approximate quantity is 20,000 tons of crushed stone or crushed gravel to be delivered to twelve specified locations across various New Mexico routes and forest roads as identified in Table 1 of the specifications. Bid responses are due by October 12, 2026, at 2:00 p.m., with a formal sealed bid opening to follow immediately thereafter via Microsoft Teams. The price agreement term is one year from the date of award with no option to extend. No site visits or bidders' conferences are mentioned in the solicitation.
Bidders must submit unit prices on a per-ton basis, with the price to include all crushing, processing, stockpiling, loading, hauling, delivery, labor, equipment, fuel, overhead, and incidentals. The contract is subject to New Mexico's Public Works Minimum Wage Act, requiring contractors to comply with prevailing wage rates as determined by the New Mexico Department of Workforce Solutions. Upon award, successful contractors must provide performance, payment, and materials bonds equal to 100% of the total purchase order value and must obtain NMDOT prequalification status and product approval through the NMDOT Product Evaluation Program prior to award. Contractors must perform at least 40% of the work with their own organization and maintain comprehensive insurance coverage including general liability, automobile liability, and workers' compensation. The contract does not involve federal funding, allowing bidders with New Mexico Native American Resident Preference certificates to apply applicable preferences. All material must comply with NMDOT Standard Specifications for Highway and Bridge Construction 2019 Edition, with specific requirements for aggregate quality, gradation, contamination prevention, and delivery protocols.
