About this opportunity
Palm Beach County's Facilities Development & Operations Department is soliciting bids to replace air handling and humidity control units at the Supervisory of Elections facility under Project P-2026-000002, with bids due November 19, 2026 at 2:00 p.m. under Addendum 2. The procurement carries a Small Business Enterprise (SBE) Price Preference set-aside: awards go to the lowest responsive, responsible bidder unless a certified SBE's bid is within ten percent of the lowest non-SBE bid, in which case the certified SBE receives the award. Addendum 2's text reads "November 19, 2022," but the posted due date is November 19, 2026.
The work covers furnishing and installing a chilled water air handling unit, double-wall supply and return ductwork, thermometers and pressure gauges, variable frequency drives and controls (Automated Logic by Wisch and Jackson), system pressure testing and balancing, and as-built documents and manufacturer warranties at 4301 Cherry Rd, West Palm Beach, Florida. Specifications set minimum SEER2 cooling and HSPF2 heating efficiency ratings and noise limits. Substantial completion is due within 260 calendar days of Notice to Proceed, with liquidated damages of $180 per day.
Bidders must be pre-qualified under the county's annual HVAC Services contract, and qualification applications are due at least ten days before the bid due date. Exhibit 7 contains confidential building plans, so bidders must first execute a Non-Disclosure Agreement and email it to FDO-CID-Bids@PBC.GOV. Bid security and a public construction bond equal to 100 percent of the contract are required for bids of $200,000 or more. Required submittals include OSBD Schedules 1 and 2, a Commercial Non-Discrimination Certification, a Human Trafficking Affidavit, and a Certification for the Prohibition Against Diversity, Equity, and Inclusion Material. Bidders must acknowledge Addendum 1, which replaced Exhibits 2 and 7, on the Bid Proposal Form and attach the signed addendum, or risk disqualification. The mandatory pre-bid conference was scheduled for October 15, 2026. Bids remain firm for 120 calendar days from opening, and the county anticipates award within 90 calendar days of notification absent a bid protest.
