About this opportunity

Palm Beach County's Board of County Commissioners, through its Facilities Development and Operations Department, is soliciting sealed quotes and bids to replace Air Handling and Humidity Control Units at the Supervisory of Elections facility under project P-2026-000002, with submissions due November 12, 2026 at 2:00 p.m. Only contractors pre-qualified under the county's Annual Contract for Heating, Ventilation & Air Conditioning (HVAC) Services may bid, and each bidder must submit a Qualification Application at least 10 days before the bid due date. The project includes an SBE price preference: a certified Small Business Enterprise bid within ten percent of the lowest non-SBE bid shall receive the award.

The contractor must furnish all materials, labor, supervision, permits, and supplies to replace chilled-water air handling and humidity control units. The Exhibit 2 specification details a single Performance Climate Changer air handler, designated AHU-1-4A, rated at 1,800 cfm with a 6-row hydronic cooling coil, a 2-horsepower direct-drive plenum fan with variable frequency drive, and 460-volt, three-phase service. The unit must carry AHRI Standard 430 and 410 certifications, UL and C-UL listing, and NFPA 90A compliance. Air handling equipment is specified from manufacturers including Trane, Carrier, Lennox, or Rheem. Controls are to be provided by Automated Logic and integrated into the county's Building Management System, with a controls proposal cost estimated at $27,284.25. The contractor must provide a ten-year guarantee on all equipment, materials, parts, and labor, plus As-Built documents, manufacturer warranties, and a Certificate of Completion.

Substantial completion is required within 260 calendar days from the Notice to Proceed, with liquidated damages of $180 per day for failure to achieve it. Bid security of at least five percent of the bid price and a construction bond at 100 percent of the Work Order amount apply to bids of $200,000 or more. Place of performance is 4301 Cherry Road, West Palm Beach, Florida. The mandatory pre-bid meeting set for October 15, 2026 at 10:00 a.m. at that address has passed. Bidders must submit OSBD Schedules 1 and 2 documenting subcontractor participation, a Commercial Non-Discrimination Certification, a Human Trafficking Affidavit, and a Certification for Prohibition Against Diversity, Equity and Inclusion Material.

Addendum One, issued October 28, 2026, replaces the Exhibit 2 specifications and Exhibit 7 reference drawings. Bidders must acknowledge the addendum on the Bid Proposal Form or face disqualification. Confidential building plans require an executed Non-Disclosure Agreement, emailed to FDO-CID-Bids@pbc.gov with "Non-Disclosure," the project number, and the project name in the subject line; the agreement is valid for one year. The solicitation package is available by email, by phone at (561) 233-0261, or through the county's Vendor Self-Service portal.
