About this opportunity

The Illinois Department of Natural Resources is requesting bids for live hybrid sunfish (bluegill/green sunfish hybrids, 4"–6" length) to support the Statewide Urban Fishing Program under IFB B27-422DNR-RESCO-B-54517, with bids due November 4, 2026. Domestic product preference applies; vendors must affirmatively declare United States manufacturing.

The scope encompasses annual delivery of 132,257 fish across six regional and statewide special-events categories: Chicago Park Lagoons (11,000 fish annually across 14 sites), Northeast Illinois (18,435 fish), Northwest Illinois (5,080 fish), Central Illinois (33,642 fish), Southern Illinois (25,100 fish), and statewide special events (40,000 fish). Deliveries must occur in batches of no less than 1,000 fish with minimum 21-day advance notice. The vendor must guarantee maximum 2% fish mortality by weight within a 72-hour guarantee period and provide all transportation equipment, including fish hauling tanks, pump systems, and a minimum 10-foot release chute, with the vendor bearing all labor and equipment costs.

Vendors must obtain either an Illinois Aquaculture Permit or Illinois Resident Aquatic Life Dealer's License (resident vendors) or a Non-Resident Aquatic Life Dealer License (non-resident vendors). General Commercial Liability insurance of $1 million per occurrence and Auto Liability insurance of $1 million per occurrence are required, with the State named as additional insured.

The initial contract term is two years with renewal options for up to three additional years, not to exceed ten years total. Pricing is firm through BidBuy; freight and delivery costs may adjust annually per U.S. Bureau of Labor Statistics Producer Price Index, limited to once per 12-month period and not during the first contract year. A $15 administrative fee applies to awards valued at $1,000 or more. Bids must remain firm for 180 days from opening. Award will be made to the lowest priced responsive and responsible bidder by line item per delivery location. Questions are due five days prior to bid opening. The contract is contingent upon appropriation by the Illinois General Assembly and subject to 30-day termination for convenience.
