About this opportunity
The Dallas Area Rapid Transit (DART) Authority is seeking sealed offers to renew its SumTotal Learning Management System (LMS) software contract through Invitation for Bid No. 2095023. The solicitation encompasses licensing, support, and professional services for DART's enterprise learning platform serving approximately 4,000 named users (full-time, part-time, and contract employees) and 150 external contractor unique login licenses, with an additional requirement for a Udemy Connector annual license with integration fees and 67 hours of professional services and support. DART implemented SumTotal LMS as its enterprise learning platform in July 2020 and requires renewal of the three-year licensing agreement (estimated April 30, 2026, through April 30, 2029) to support all agency training programs, employee development efforts, and compliance with transit and safety regulations. Key functional requirements include robust content management with course catalog capabilities, user-friendly interfaces for learners, managers, and instructors, registration and tracking management, certification and compliance documentation, and comprehensive reporting and analytics capabilities. The system must support multiple instructional delivery methods including instructor-led training, computer-based eLearning, virtual sessions, on-the-job classes, and assessments, with technical requirements including SaaS deployment with FIPS 140-2 encryption standards, data storage exclusively within the United States, daily data replication, integration with DART's Workday HR system and Active Directory via Single Sign-On, and SCORM compliance. Offerors must submit sealed bids electronically through the DART Sourcing Hub by 2:00 PM Central Time on February 23, 2026, with all bids remaining firm for 180 calendar days; bids will be publicly opened immediately following the submission deadline. Offerors must include all required forms and exhibits with their submission, including the Bid Schedule, Representations and Certifications, Business Questionnaire, Employee Information Report, and other specified documentation. The resultant contract will be designated C-2095023-01, with award to the responsible bidder whose bid is most advantageous considering price and other price-related factors specified in the solicitation.
Small Business Concern (SBC) participation requirements apply to this federally and locally funded procurement; however, the SBC goal is designated as "N/A," indicating no specific SBC participation goal has been established for this particular solicitation. Offerors must comply with comprehensive contractual obligations including indemnification provisions, equal opportunity requirements, E-Verify system utilization for all employees, restrictions on covered telecommunications equipment mandated by the John S. McCain National Defense Authorization Act, and compliance with Texas state laws regarding boycotts of Israel and discrimination against firearm entities. The vendor must maintain SOC-2 certification, provide evidence of external audit compliance, and ensure all vendor personnel undergo background investigations and complete mandatory IT security training. The contract includes standard DART General Provisions for service contracts with a five percent retainage on all payments until substantial completion, prompt payment requirements of ten calendar days to subcontractors, examination and retention of records for three years after final payment, and comprehensive insurance requirements including Commercial General Liability ($2,000,000 per occurrence with $4,000,000 aggregates), Commercial Automobile Liability ($1,000,000 combined single limit), Workers' Compensation, Employer's Liability ($1,000,000 per accident), Professional Liability ($1,000,000 per claim maintained for two years post-contract), and Cyber Liability Insurance ($2 million per occurrence). The total award amount will be determined based on the pricing submitted by offerors in the Bid Schedule, with no specific budget range disclosed in the solicitation documents; however, the contract encompasses three full years of licensing, support, and professional services for an enterprise-wide learning management system across a significant user base and integrated systems architecture.
