About this opportunity
Columbia Gorge Community College (CGCC), located in Oregon, is requesting proposals for procurement, configuration, implementation, and long-term support of a modern, fully-integrated Student Information System under RFP ITS-2026-02, with proposals due August 5, 2026 at 4:00 p.m. via the OregonBuys portal. The college will replace its existing Anthology Campus Nexus Student system.
The scope encompasses a system meeting automated application intake with duplicate detection, prerequisite and co-requisite enforcement, real-time integration with Moodle and Microsoft Entra ID, financial aid processing with Title IV compliance including R2T4 and SAP calculations, FERPA compliance, case management, and comprehensive reporting capabilities. Proposers must address data migration from the legacy system with validation and parallel running procedures and demonstrate financial stability.
CGCC serves approximately 1,390 students annually across a rural seven-county region and is designated a Hispanic-Serving Institution with 35 percent of students identifying as people of color. The college has encountered integration issues, customization limitations, usability challenges, reporting deficiencies, inadequate vendor support, and unexpected costs with its current system.
Evaluation occurs in two phases. Phase I scores written proposals on a maximum of 250 points across project planning, technical approach, functional requirements, implementation and testing and training, legacy data access, pricing, references, and experience. Phase II consists of product demonstrations scored on core functional capability (60%), product revision and transition performance (20%), and qualitative feedback (20%). Vendors must provide three case history references and detailed cost proposals covering a five-year evaluation period with ongoing pricing terms beyond year five.
A voluntary pre-proposal conference was held July 13, 2026, with questions due July 14 and answers posted July 15. CGCC anticipates a Notice of Invitation to Demo by September 7, with onsite or virtual demonstrations between October 1–31. Reference checks and site visits are scheduled for November, with a Notice of Intent to Award expected by December 14 and contract award anticipated by December 31, 2026.
