About this opportunity
Granite School District is conducting a competitive procurement for comprehensive student dental services through a Request for Proposals (RFP) process. The District seeks a qualified dental care provider to deliver preventative, primary, and restorative dental care and oral health education to students at 26 Title I schools, with optional expansion to additional district schools. Services must be provided on-site during school days with minimal disruption to instructional time and must include preventive services such as oral screenings, dental cleanings, fluoride treatments, and sealants to 100 percent of consenting students, as well as limited restorative services including simple fillings, pulpotomies, extractions, and pulp caps to insured students and a minimum of 10 percent of uninsured students prioritized by clinical need. All service providers must be licensed dental professionals in Utah, and the contractor must commit to providing services at no cost to the District or individual schools, with compensation derived from billing to students' family insurance, Medicaid, and grants or donations. The RFP is being evaluated on four weighted criteria: demonstrated ability to meet scope of work at no cost to the District (50 percent), demonstrated technical capability with proven track record (20 percent), qualification and expertise of proposed staff (20 percent), and performance references for similar projects (10 percent), with offerors required to score at least 70 points to advance to contract consideration. Proposals must be submitted electronically through Utah Public Procurement Place (U3P) or in sealed hard copy format to the District's Purchasing Department by May 29, 2026, with questions due by May 8, 2026, and evaluation and award presentations anticipated for June-July 2026 followed by contract negotiations in July 2026. The resulting contract will have an initial three-year term with two optional one-year renewal periods, subject to District discretion and mutual agreement.
The RFP does not specify set-asides or restrictions on the types of organizations eligible to respond, though all vendors must comply with Utah Procurement Code Title 63 Chapter 6a, register with the Status Verification System for employee eligibility verification, and certify non-debarment status. Contractors must maintain workers' compensation insurance with statutory limits, commercial general liability insurance of no less than $1,000,000 per occurrence and $2,000,000 aggregate, and commercial automobile liability insurance of $1,000,000 combined single limit if vehicles are used, and must indemnify the District for malpractice or services not conforming to industry standards. No specific award value or budget range is identified in the RFP documents, as the District is not providing financial compensation to the contractor; instead, the contractor will generate revenue through insurance billing, Medicaid reimbursement, and third-party grants or donations. The District reserves the right to award to a single responsive and responsible vendor with the highest score or to multiple offerors if determined to be in the District's best interest. Proposals are binding for 60 days from the due date, and the contract becomes legally binding only upon written approval from the Director of the Purchasing Department, with all contract activities subject to Utah state law and venue in Salt Lake City's Third Judicial District Court for Salt Lake County.
