About this opportunity

The City of Tucson is seeking to establish an annual requirements contract for Structural Firefighting Turnout Gear through Request for Proposal (RFP) No. 230012. The procurement will supply up to 200 sets of turnout gear, including coats, pants, and suspenders, to be delivered to Tucson Fire Supply. The gear must meet specific technical requirements, including an outer shell made of PBI Max material, Crosstech membrane moisture barrier, and Nomex/Kevlar thermal liner, and must comply with NFPA 1971 and 1500 standards. The solicitation includes a comprehensive evaluation process that may involve sample gear submissions and fitting tests for up to eight city personnel. A pre-submittal conference was scheduled for December 12, 2022, via Microsoft Teams, with proposals due on December 29, 2022, at 2:00 pm local Arizona time. The initial contract term is one year, with potential extensions for up to four additional one-year periods. Offerors will be required to provide detailed pricing for individual gear components and may be asked to participate in a sample/wear test process.

The procurement appears to have potential set-aside considerations, particularly through the Section 3 Program, which aims to direct employment and economic opportunities to low- and very low-income persons. The City has built-in flexibility for cooperative purchasing, potentially allowing other public agencies to utilize the contract. While no specific incumbent vendors are mentioned, the solicitation indicates a preference for vendors who can provide comprehensive warranties, support services, and gear tracking capabilities. The contract may include provisions for additional items such as American flags and name panels. Although a specific budget range is not explicitly stated, the potential for up to 200 sets of turnout gear suggests a significant procurement value. The City also reserves the right to request samples from multiple offerors during the evaluation process and will not reimburse vendors for costs associated with the sample submission. Vendors must demonstrate full compliance with technical specifications, NFPA standards, and the ability to meet the Tucson Fire Department's specific uniform and safety requirements.
