About this opportunity

The City of Amarillo, Texas, is soliciting qualifications for a Structural Assessment and Aquatic Market Viability Study through Request for Qualifications (RFQ 306-26 KD). This procurement seeks a qualified consultant team to conduct a comprehensive evaluation of the City's outdoor aquatic facilities, including Southeast Pool, Southwest Pool, Warford Activity Center Pool, and 15 splashpad locations across various parks. The primary objectives are to assess the physical condition, operational efficiency, market demand, and community alignment of these facilities to develop a data-driven strategic planning roadmap. The selected consultant must include a licensed structural engineer with demonstrated experience in swimming pool and aquatic facility assessments and must deliver a detailed viability study within the project completion date of August 2026. The evaluation committee will score proposals on four criteria: response to scope of work (35 points), relevant experience and qualifications (35 points), references (10 points), and project timeline (20 points), for a maximum of 100 points. Key deadlines include a question submission deadline of March 16, 2026, and a proposal submission deadline of April 2, 2026, at 3:00 P.M., through the Euna Procurement platform; proposals must not exceed 35 pages and cannot contain pricing information, with the City reserving the right to conduct interviews with responsive candidates prior to award.

The City of Amarillo will consider local preference for vendors whose principal place of business is within Amarillo city limits if their proposal is within five percent of the lowest non-local bid and if the governing body determines the local vendor offers the best combination of price and economic development opportunities. Vendors must comply with multiple compliance requirements, including certification of non-suspension or debarment status, non-boycott of Israel, and non-discrimination against firearm entities and energy companies. Prospective respondents must verify that neither they nor any subcontractors appear on the City's Excluded Parties List, which currently includes Cruz Construction Inc. and Jesse's Plumbing. All selected contractors must obtain Professional Liability Insurance of $1,000,000 per claim, with coverage from carriers rated A- VII or better by A.M. Best Company, and must execute a contract within 10 calendar days of receiving the Notice of Award. The project budget is $100,000, with final contract award subject to Amarillo City Council approval.
