About this opportunity
The City of Leander, Texas is soliciting Statements of Qualifications under RFQ CIPS27-002 to pre-qualify architectural, design, analysis, and plan review providers, with responses due December 1, 2026 at 2:00 p.m. Central Time. No set-aside or local-vendor preference appears in the source.
The City will build a pool of pre-qualified respondents for a three-year Professional Services Agreement, with services awarded on an as-needed basis. Pool members may be contacted for individual task orders through a request for proposals or selected based on submitted qualifications without an RFP. Pool membership does not guarantee award of any task order. Respondents with municipal experience are sought, and the City reserves the right to reject any or all responses. Evaluation occurs in two phases: qualifications review, then negotiation of task orders. Qualifications are scored as follows: relevant qualifications and experience (30 points), proposed staff (20 points), available resources and location (20 points), methodology and approach (20 points), and added value (10 points).
Licensure requirements are specific. Registered professional engineers or architects serving as project managers must have at least five years of experience. Land surveyors must have a Registered Professional Land Surveyor as project manager, and right-of-way agents must hold appropriate Texas certification. Respondents must include proof of licensure and submit a conflict of interest disclosure (CIQ Form), and selected respondents must submit Form 1295 to the State of Texas and comply with statutory verifications regarding boycotts of Israel, energy companies, and firearm entities. No pricing is required in the submission. Responses are limited to 35 pages and must be filed electronically through the City's Bonfire portal.
The City anticipates awarding the agreement in April 2027. Payment follows the Texas Prompt Payment Law, with payment due within 30 days of invoice receipt or service completion. The opportunity is associated with Williamson County (FIPS 48491) and was posted October 29, 2026.
