About this opportunity
The City of Phoenix is requesting qualifications for a Street Transportation Department Fractured Aggregate Surface Treatment (FAST) Program 2-Step Job Order Contract, with statements of qualifications due October 23, 2026 via the City's Procurement Portal. Up to two contractors will be selected through a two-step process: Step 1 evaluates written qualifications; up to five finalists advance to Step 2 for technical and price proposals. A Small Business Enterprise (SBE) utilization goal of 10% applies, with contractors required to demonstrate good faith efforts to meet annual SBE participation on each Job Order Agreement or request waivers; all SBE firms must be certified by the City of Phoenix under Chapter 18, Article VIII of the Phoenix City Code, and suppliers or brokers combined may not exceed 25% of the total SBE goal.
The scope includes on-call services for fractured aggregate surface treatments, crack sealing, seal coating, microsurfacing, slurry sealing, and incidental services within the right-of-way. Contractors must hold appropriate Arizona Registrar of Contractors licenses and provide performance and payment bonds for each Job Order Agreement. All work is located in Arizona. Contractors must maintain project records in electronic format using the UNIFIER web-based project management database and submit monthly payment audit reports.
The contract has a 36-month initial term or $12 million per Job Order Contractor (whichever occurs first), with an option to renew for an additional 24-month term or the balance of funds, not to exceed $20 million total. Individual Job Order Agreements will not exceed $4 million in construction costs. Contract execution is anticipated for March 2027.
Step 1 evaluation criteria are general firm information (150 points), firm experience and qualifications (250 points), key personnel experience (250 points), approach to performing required services (350 points), and reference checks (21 points). Up to three reference checks score 7 points each based on seven performance categories rated on a 1–4 scale. Statements of Qualifications are limited to 10 pages and must include bonding capacity statements from surety companies rated A- or better. A pre-submittal meeting is scheduled for October 14, 2026 at 10:00 a.m. at City Hall (also available via Microsoft Teams).
