About this opportunity

Louisville Metro Government's Public Works Department–Solid Waste Management and Services Division is requesting proposals for street sweeping services on designated roadways and bike lanes in Louisville Metro, with proposals due June 12, 2026 at 3:00 p.m. EST via the Bonfire web-based portal and questions due May 29, 2026. Mandatory good faith effort (GFE) documentation with subcontracting goals of 15% MBE, 5% FBE, and 0.5% HBE must be submitted; failure to submit GFE documentation results in proposal rejection.

The scope covers 530.40 centerline miles of designated suburban roadways (across Central, Southwestern, and Eastern areas) and 90 centerline miles of designated bike lanes. Roadway sweeping includes pre-treatment of buildup debris, curb sweeping, median sweeping, shoulder sweeping, and debris disposal at the Metro's Waste Reduction Center at no charge to the contractor; roadways will be swept three times per year unless adjusted based on bid pricing and funding, while bike lanes will be swept on an on-call basis with at least one week advance notice required. Contractors must comply with the "Ban the Box" initiative, prohibiting criminal history inquiries at the initial hiring stage for their own employees and any subcontractors.

Evaluation criteria are weighted at 60 points for price, 20 points for qualifications and experience, 10 points for fleet and equipment, and 10 points for capacity. Pricing must be submitted per mile separately for roadways and bike lanes on the provided price sheet; prices are firm for six months after proposal closing and not subject to change during the first contract year. A 5% price reduction preference applies to local vendors established in the Louisville Metropolitan Statistical Area for at least 12 consecutive months and to businesses paying a minimum wage of $10.10 per hour or higher. Additional Kentucky statutory preferences apply to Kentucky Correctional Industries products and qualified nonprofit agencies for individuals with disabilities. The Metro reserves the right to award multiple contractors ranked as primary and secondary, with a maximum contract term of five years including potential annual renewals, and to add or remove routes and frequencies at its discretion or terminate with 30 days' written notice. Payment terms are Net 30 days upon receipt of schedules, completion reports, and invoices.
