About this opportunity

Boulder County is conducting a two-phase procurement process for Stop Loss Insurance through a Request for Qualifications (RFQ) followed by a Request for Proposal (RFP). The procurement targets Stop Loss insurance carriers to provide coverage for the county's employee benefits program effective January 1, 2026. Potential bidders must complete a comprehensive questionnaire in the attached Excel document and upload responses to the Bonfire procurement system by September 23, 2025, to be considered for participation. The county currently has approximately 2,320 benefit-eligible full and part-time employees across 21 departments and is transitioning its medical carrier from Cigna to Aetna. Eligible employees are salaried workers employed 20 or more hours per week, with coverage beginning the first day of the month following their hire date. The medical network will transition to Aetna Choice POS II, with prescription benefits managed by CVS Caremark. Key procurement dates include bidder questions due by September 16, 2025, RFQ responses due September 23, 2025, and the RFP phase running from September 26 to October 17, 2025, with carrier notifications scheduled for November 10, 2025.

The procurement appears to have no specific set-aside designations or restrictions on respondent types beyond the requirement that participants be valid Stop Loss insurance carriers. The county will evaluate proposals based on the most advantageous submission, with documentation to be provided securely only to approved bidders. While specific budget ranges are not disclosed in the available documentation, the procurement covers insurance for a substantial workforce of over 2,300 employees. The current benefits administration platform uses UKG Dimensions, suggesting potential integration requirements for the selected carrier. The RFQ emphasizes a competitive bidding process and requires carriers to provide detailed information about their company, including business history, legal status, and operational characteristics. Interested carriers must demonstrate comprehensive capabilities in providing Stop Loss insurance coverage for a municipal government entity with a diverse employee population.

This RFQ will be followed by a formal Request For Proposal (RFP) for Stop Loss insurance coverage. The RFP will be conducted in accordance with Boulder County's contractual obligation to bid government services. A contract will be awarded to the bidder whose submittal, conforming to the RFP, will be most advantageous to Boulder County. Only valid Stop Loss insurance carriers will be permitted to participate in the RFP. To be permitted to participate in the forthcoming RFP, potential bidders must complete the Questionnaire tab of the attached RFQ workbook and upload their responses to the Bonfire procurement system. Completed questionnaires will be reviewed to confirm that each potential bidder is a valid Stop Loss insurance carrier. Bidders who are confirmed to be valid Stop Loss insurance carriers will then receive an invitation to participate in the formal RFP. Those who are invited will receive the documents and information necessary to submit a proposal. The documents will be provided via secure means only to the approved bidders.
