About this opportunity
The Missouri Department of Natural Resources, Water Resources Center is conducting a Single Feasible Source (SFS) procurement to expand its statewide soil monitoring program by purchasing up to 26 additional Stevens HydraProbe Pro Soil Sensors for groundwater monitoring stations. The current procurement builds upon an existing network of 23 monitoring stations and specifically targets soil sensors that align with state and national soil monitoring methodology standards. The solicitation covers the purchase and installation of these specialized sensors, which are currently used by the USDA Natural Resource Conservation Service (NRCS) Soil Climate Analysis Network (SCAN) stations. The procurement window is narrow, running from July 15, 2024, at 8:00 AM CDT through July 19, 2024, at 5:00 PM CDT, with all vendors eligible to respond. Delivery terms are specified as Free On Board Destination, with payment terms to be determined by the vendor. The primary point of contact for this solicitation is Brenda Kaden from the Department of Natural Resources, located in Jefferson City, Missouri. The procurement covers jurisdictions including Clay County and Jefferson City.
The solicitation documents do not indicate any specific set-aside designations or restrictions on organizational respondents, suggesting the opportunity is open to all qualified vendors. No incumbent vendor information is explicitly provided, though the procurement emphasizes maintaining consistency with existing monitoring infrastructure and adhering to established soil monitoring standards. The solicitation is designated as a single feasible source procurement, implying that Stevens HydraProbe Pro Soil Sensors are considered the sole viable solution for the state's monitoring needs. While no specific estimated total contract value is disclosed in the documentation, the procurement involves purchasing and installing up to 26 soil sensors across multiple groundwater monitoring stations. The procurement appears focused on technological continuity and expanding the state's environmental monitoring capabilities through standardized, scientifically-aligned sensor technology. Vendors are solely responsible for ensuring timely submission of their responses and must account for any potential technical support requirements during the submission process.
