About this opportunity
The Maryland Environmental Service (MES) is issuing a Request for Proposals to procure collection, processing, and recycling services for used motor oil, used oil filters, and used antifreeze materials from approximately 144 used motor oil collection sites and 85 used antifreeze collection sites throughout the State of Maryland. This procurement seeks a single waste recovery and recycling company to service the State's Used Motor Oil and Used Antifreeze Recycling Program, which serves do-it-yourself non-commercial automobile mechanics and enthusiasts. Based on 2025 data, the program collected approximately 460,000 gallons of used motor oil, 27,000 gallons of used antifreeze, and 128 drums of used oil filters, though MES makes no guarantees regarding exact quantities and reserves the right to expand or reduce collection sites. Offerors must submit pricing per gallon for used motor oil and antifreeze collection, per drum for oil filters, and per gallon for oily water disposal. The evaluation committee will assess proposals using the following criteria: firm background and experience (20 points), methodology and technical approach (40 points), references (10 points), and pricing (30 points). Questions are due May 7, 2026, at 2:00 PM, and proposals must be submitted electronically through the MES Procurement Portal with three hard copies delivered to MES headquarters by May 21, 2026 (three business days after the May 18, 2026, 2:00 PM proposal due date). No pre-proposal conference or site visit is scheduled. The contract will have an initial two-year term commencing upon issuance of a Notice to Proceed, with an option to renew for one additional one-year term.
No minority business enterprise participation goal is established for this procurement, and no set-aside designations or restrictions apply to organizational eligibility. Living wage requirements do not apply, and federal funding is not applicable to this project. No incumbent vendors or current contractors are identified in the solicitation. The contractor must assume title, risk of loss, and ownership of all materials collected at pickup and is responsible for all contamination testing, proper classification, environmental compliance, spill response, and monthly reporting to MES. Required insurance coverage includes Commercial General Liability of $1,000,000 per occurrence/$2,000,000 aggregate and Vehicle Liability Insurance of $500,000 per occurrence/$1,000,000 aggregate. The contract will be awarded as a firm fixed price or revenue-producing contract to one responsible offeror whose proposal is determined most advantageous to MES considering both price and technical evaluation factors. Specific award values or budget ranges are not disclosed in the solicitation documents; pricing will be evaluated based on the offeror's submitted per-gallon and per-drum rates against historical collection volumes.
