About this opportunity

The Michigan Department of Technology, Management & Budget is requesting proposals for statewide travel administrator services to provide agent-supported and online reservation services for domestic and international air, hotel, car, and rail travel for state employees, with proposals due September 9, 2026 at 3:00 p.m. ET.

The contract spans an initial five-year term (October 23, 2026 through October 23, 2031) with the option to renew for up to five additional one-year periods at the State's sole discretion. The State anticipates annual volumes of approximately 1,200 agent-supported air reservations, 1,200 online air-only reservations, 4,500 agent-supported hotel reservations, 2,500 online hotel-only reservations, 75 agent-supported car reservations, 100 online car-only reservations, 1,000 agent-supported combined reservations, and 800 online combined reservations, based on FY 2024 actuals of 5,985 air tickets, 27,549 hotel room reservations, and 862 car rental bookings.

The contractor must maintain 99.98% monthly uptime, with software response time not exceeding two seconds for 98% of transactions, and answer 90% of phone calls before the third ring with 90% callback within two hours during business hours. All commissions earned on state travel must be returned to the State. The system must accommodate 50,000+ concurrent users and integrate with Michigan's MiLogin identity and access management environment using SAML, OpenID, or OAuth protocols.

Data security requirements mandate FedRAMP authorization for all hosting providers or annual SSAE 18 SOC 2 Type II audits based on NIST 800-53 MOD controls; secure storage and hosting in continental U.S. data centers meeting Uptime Institute Tier 3 standards; FIPS-validated AES encryption (128 bits or higher) in transit and at rest; multi-factor authentication for privileged access; and quarterly vulnerability scanning. The contractor must establish comprehensive data privacy safeguards and conduct annual independent third-party audits.

Insurance requirements include Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000), Professional Liability ($3,000,000 per occurrence / $3,000,000 annual aggregate), Cyber Liability ($1,000,000), and Umbrella ($5,000,000). All insurers must carry A.M. Best A- VII or higher.

Technical proposals are evaluated on General Requirements and Capabilities (40 points), Project Plan and Staffing (35 points), Vendor Questions Worksheet (15 points), and Service Level Agreements and Data Security Requirements (10 points). Only proposals scoring 80 or more technical points will have pricing evaluated. Award goes to the responsive and responsible bidder offering best value, considering prior performance, economic impact to Michigan, total cost of ownership, and pricing. The State reserves the right to negotiate terms, conduct site visits, require oral presentations, and perform reference checks. Contracts valued at $250,000 or greater require State Administrative Board approval. Written questions were due August 26, 2026; answers were posted September 2, 2026.
