About this opportunity
The Massachusetts Trial Court, through the Office of Court Management's Facilities Management & Capital Planning division, is soliciting proposals for preventive maintenance, inspection, operational testing, load-bank testing, repair, and emergency services for standby generators, automatic transfer switches (ATS), and uninterruptible power supply (UPS) systems across 35 Trial Court facilities statewide, with proposals due October 7, 2026 at 12:00 PM (extended by Addendum #2 from September 30).
The procurement is structured as five independent regional award opportunities; bidders may propose for one or more complete regions but may not bid on individual facilities within a region. All work is subject to prevailing wage requirements under Massachusetts Department of Labor Standards, with regional wage schedules established for five geographic areas (covering Amherst, Worcester, Saugus, Brockton, and Boston regions). Contractors must comply with weekly certified payroll reporting and three-year record retention.
Bidders must demonstrate at least five years of experience maintaining comparable commercial or institutional standby power systems, employ factory-trained technicians for supported manufacturers, maintain 24-hour emergency dispatch capability, and provide three comparable references. All required licenses and certifications must be held. Insurance requirements include $1 million commercial general liability per occurrence, $1 million automobile liability, statutory workers' compensation, and $2 million umbrella coverage.
Pricing is submitted facility-by-facility for five pricing periods, with unit pricing for load-bank tests, ATS and UPS maintenance, technician labor rates (regular, overtime, Saturday, Sunday, and holiday), and parts and materials. A 5% bid deposit is required based on the greatest possible bid amount per region. Award will be determined by lowest responsible and eligible bidder per region; no guaranteed minimum repair volume is offered, but scheduled preventive-maintenance services are firm obligations.
The initial contract term runs November 1, 2026 through June 30, 2029 (32 months), with two optional one-year renewal periods extending through June 30, 2031. Questions were due September 24, 2026. Anticipated notice of award is October 2, 2026. Pre-bid site visits are scheduled individually with facilities.
