About this opportunity

The Oregon Housing and Community Services Department (OHCS) is issuing a Request for Applications (RFA #S-91400-00016026) to identify and fund Regional Coordinators for the Statewide Shelter Program, seeking qualified organizations to administer shelter operations and homeless services in Clackamas and Linn counties beginning July 1, 2026. The procurement targets local government entities or nonprofit public benefit corporations physically located in Oregon to serve as Regional Coordinators responsible for administering program grants for emergency shelter operations, street outreach, Safe Temporary Emergency Placement Sites (STEPS), housing-focused activities, and capacity building. Key deliverables and objectives include developing and implementing Agency-approved Regional Assessment and Plans, maintaining minimum shelter bed capacity with no net loss of Agency-funded beds, ensuring at least 70 percent of grant-funded shelter beds operate using low-barrier practices, increasing permanent housing placements from shelter, and reducing returns to unsheltered homelessness. Applicants must demonstrate fiscal administration capacity, experience with Homeless Management Information System (HMIS) or comparable data systems, ability to manage subgrantees, meaningful community engagement with stakeholders including persons with lived experience of homelessness, and commitment to equity and culturally responsive service delivery. Applications will be evaluated on 120 possible points across seven criteria: community engagement and coordination (24 points), shelter experience and strategies (24 points), fiscal administration and governance (16 points), subgrants and technical assistance (12 points), HMIS experience (12 points), equity (12 points), and letters of support (20 points). The pre-application conference was held on February 26, 2026 at 11:00 AM, written questions must be submitted by March 6, 2026 at 4:00 PM, applications are due March 16, 2026 at 10:00 AM Pacific Time, and notice of intent to award is anticipated for April 16, 2026 with a seven-calendar-day protest period following notification.

Eligible applicants are limited to local government entities (including Oregon housing authorities) or nonprofit public benefit corporations; no set-asides for disadvantaged enterprises are specified in the available documentation. The RFA will award up to two Grant Agreements with an initial five-year term from July 1, 2026 through June 30, 2031, with options for renewal at Agency discretion. Each application response is limited to 4,000 characters per scored criterion, and applicants may apply to serve one or multiple Oregon counties but are limited to one application submission per organization. Grant amounts will be determined by OHCS based on available funding and regional needs, with total estimated funding for the first year (July 1, 2026 through June 30, 2027) across all Regional Coordinator grants at $102,500,000, though specific allocations to individual awards have not been disclosed. Administrative costs cannot exceed 15 percent of grant funds, at least 50 percent must be spent on shelter operations, and up to 15 percent may be allocated to capacity building. Grantees must obtain comprehensive insurance coverage including commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), automobile liability ($1,000,000 combined single limit), professional liability ($1,000,000 per claim/$2,000,000 aggregate), network security and privacy liability ($1,000,000 per claim), directors and officers liability ($1,000,000 per claim), employee dishonesty/fidelity bond ($300,000), and physical abuse and molestation insurance ($1,000,000 per occurrence/$3,000,000 aggregate). Mandee Wilding, Senior Contracting Officer, serves as the single point of contact at mandee.m.wilding@hcs.oregon.gov or 971-720-8993.
