About this file
This document comprises pre-application conference slides for the Statewide Shelter Program Regional Coordinators Request for Applications (RFA) #S-91400-00016026, issued by the Oregon Housing and Community Services (OHCS) Housing Stabilization Division. The RFA seeks to fund Regional Coordinators for Clackamas and Linn counties, the two remaining counties not covered under a previous 2025 RFA that identified Regional Coordinators for 34 of 36 Oregon counties. Regional Coordinators will administer shelter services, street outreach, Safe Temporary Emergency Placement Sites (STEPS), housing-focused activities, and capacity building for their assigned regions. The program requires achievement of specific outcomes including maintaining no net loss of agency-funded shelter beds, ensuring at least 70% of Program-funded beds and STEPS use low-barrier practices, increasing permanent housing placements, and reducing returns to unsheltered homelessness. A pre-application conference was held on February 26, 2026 at 11:00 AM. The application deadline is March 16, 2026 at 10:00 AM, with a notice of intent to award anticipated for April 16, 2026. Services will commence July 1, 2026 and continue for a five-year period through June 30, 2031. Regional Assessment and Plans are due in June 2026 for the initial three-year period and thereafter every two years.
Up to two grants will be awarded with funding determined by formula allocation. Total funding available for the first year (July 1, 2026 through June 30, 2027) for all Regional Coordinator grants, including those previously awarded, is estimated at $102,500,000, with administrative costs limited to 15% of grant funds. Eligible applicants must be physically located in Oregon, willing to serve at least one region no smaller than a single county, and must be either a local government entity (including Oregon housing authorities) or a nonprofit public benefit corporation. Evaluation of applications will be based on 120 possible points across six criteria: community engagement and coordination (24 points), shelter experience and strategies (24 points), fiscal administration and governance (16 points), subgrants monitoring and technical assistance (12 points), experience with HMIS or alternate systems and data use (12 points), equity (12 points), and letters of support (20 points). Each applicant is limited to one application and must include all regions it intends to serve. Responses to each question component are limited to 4,000 characters including spaces and punctuation, with evaluators not reviewing content beyond this limit. Questions should be directed to Mandee Wilding, Senior Contracting Officer, at 971-720-8993 or mandee.m.wilding@hcs.oregon.gov.
