About this opportunity

The State of Missouri Office of Administration, Division of Purchasing, is requesting proposals for statewide purchasing card and business travel card services on behalf of Executive, Judicial, Legislative, and University of Missouri system agencies, with proposals due August 19, 2026, at 2:00 PM Central Time through MissouriBUYS. This is a rebate-based contract with no service fees, administrative charges, or finance charges to the state.

As of February 2026, the program encompasses 5,084 active purchasing cards across 26 agencies with FY2025 purchases of $102.5 million (338,582 transactions) and approximately 70 business travel cards with FY2025 purchases of $231,000. The cooperative procurement program, which includes 37 participating entities (municipalities, community colleges, universities, school districts, special districts, and judicial circuit courts), generated $19.9 million in purchases during FY2025. The vendor must manage card issuance, processing, reporting, role-based access controls, 24/7 cardholder support for lost or stolen card reporting, and integration with the state's MOVERS accounts payable system and SAMII interface.

The contractor must have a minimum of five years' experience administering purchasing and business travel card programs of similar scope for governmental entities. Pricing is firm and fixed based on rebate percentages applied to combined card purchases less refunds. For state of Missouri agencies, rebates range from 1.60% for annual volumes of $0–$40 million to 1.77% for volumes exceeding $99 million, calculated quarterly with ACH payment within fifteen days of quarter-end. The Cooperative Procurement Program receives a flat rebate rate of 1.40% on all volumes, calculated annually. The contractor must comply with PCI DSS standards, NIST 800-53 security requirements, host all state data within the United States, and provide nightly data extracts and sixty-day post-termination data access at no additional cost.

The contract period is three years with two optional one-year renewals. The incumbent contractor's contract number is CS211674001 (RFPS30034902101674). The vendor must achieve "Approved" registration status and "Spend Authorized" status in MissouriBUYS to be awarded. The state reserves the right to terminate for convenience with thirty days' notice or for breach with thirty state business days to cure.
