About this opportunity
The Indiana Department of Correction (IDOC), procured through the Indiana Department of Administration, is requesting proposals for statewide pharmacy services across all 21 correctional facilities serving approximately 25,000 to 28,000 incarcerated individuals under RFP 27-88516, with proposals due December 1, 2026 at 3:00 PM Eastern Time. A pre-proposal conference is scheduled for October 28, 2026 at Indiana Government Center South in Indianapolis, with both in-person and virtual options; written questions are due October 29, 2026, with responses posted by November 10, 2026.
Respondents must demonstrate at least ten years of continuous correctional pharmacy experience and current direct prime contractor service to at least three statewide or large-scale correctional systems, each with six or more geographically separate facilities continuously over the three years preceding the proposal. The awardee must serve a combined average daily population of at least 20,000 with at least one system having 10,000 or more. All necessary Indiana Board of Pharmacy permits and DEA registrations are mandatory.
The scope requires a centralized, high-volume central-fill pharmacy model with next-business-day courier delivery to all facilities, supported by facility stock, starter and emergency supplies, and a contractor-arranged local backup pharmacy network for urgent needs. Services include prescription processing, dispensing, packaging, clinical pharmacy (minimum three full-time clinical pharmacists dedicated exclusively to IDOC), controlled substance handling, formulary management, technology and EHR integration via bidirectional real-time integration with NextGen at no cost to the Department, and quality assurance. Medications must be sourced through the state's MMCAP program. Performance requirements include 24-hour resolution of delivery discrepancies, 99% delivery accuracy, 99.9% dispensing accuracy, 98% core system uptime, and 100% non-formulary request resolution within one business day (90% same-day).
The initial contract term is three years with two optional two-year renewals available. Pricing consists of drug product pricing against IDOC's utilization market basket and a fixed per-inmate-per-month services fee by service category. The contractor bears all delivery costs, assumes risk of loss until facility acceptance, and passes through backup pharmacy services at cost with no markup or administrative fees. The contractor must reimburse IDOC $421,000 annually for contract monitoring and administration via credit memo, with additional reimbursement required for facilities auditing below 90% performance.
Evaluation allocates 60 points for management and quality, 20 points for cost (normalized to lowest cost), 5 points for Buy Indiana Initiative participation, and 5 points for IVOSB subcontractor commitment with a 3% participation goal. An additional 5 points are available for Indiana Small Business Program (INSBP) participation with a 10% goal. Bonus points are available for exceeding both goals. A Qualified Agency preference applies to nonprofit agencies serving persons with severe disabilities under Indiana Code 5-22-13. Pricing must remain firm for 180 days from award. Respondents must submit three professional references directly to idoareferences@idoa.in.gov by the proposal deadline and provide financial documentation (Dunn & Bradstreet or audited financial statements for the two most recent fiscal years), business continuity and disaster recovery plans, and proof of compliance with all statewide information technology policies and security standards including Indiana Office of Technology's Risk and Authorization Management Program Policy for Cloud Offerings. All data must comply with HIPAA standards, encryption requirements, and state security frameworks.
